Vaccine passport issuance process includes 3 steps. First, vaccination facilities review, verify and authenticate information on the vaccination management platform. After verification, vaccination facilities validate vaccination data with a digital signature. At this step, depending on the actual situation, localities can assign the Department of Health or the Center for Disease Control of the province, the vaccination facility to be responsible for approving the information. Finally, the Department of Preventive Medicine (Ministry of Health) is responsible for approving for people at the end of the day, also by digital signature.

People receive vaccine passports, displayed on the Covid-19 PC application or the electronic health book. If not using the two applications mentioned above, people can look up on the website of the Ministry of Health by entering 4 information: full name, date of birth, gender, citizen identification, date of last injection, then declare personal email to receive passport.
