Proposing to spend an additional 2,000 billion VND to build two underground tunnels on Ring Road 3

According to the Management Board of Investment and Construction Projects for Traffic and Road Works 3 . belt plays a particularly important role in the city’s transport system, both as a domestic traffic axis and as a transit axis connecting traffic between many provinces and cities with the center of Hanoi capital, so the traffic on very large line.

The approved transport plan of Hanoi will invest in the synchronous construction of two intersections of different levels, the intersection of Hoang Quoc Viet road – Ring 3 and the intersection of West Thang Long – Ring 3 trunk road.

According to the above basis, the Traffic Construction Investment Project Management Board proposed to build more underground tunnels project at the intersection of West Thang Long – Ring 3 trunk road with a length of 915m, cross section of 31.5m, ensuring 8 lanes, total investment 1,025 billion VND; The underground tunnel at the intersection of Hoang Quoc Viet – Ring 3 road has a length of 756m, a cross section of 20.6m, ensuring 4 lanes, a total investment of 975 billion VND.

Currently, the investment project to build viaduct from Mai Dich – Nam Thang Long section and the project to expand Ring Road 3 below the section from Mai Dich to Thang Long bridge have been completed and put into operation. Therefore, it is necessary to conduct research and complete construction of the two intersections above.

The research and construction investment for the two intersections mentioned above has been assigned by the Ministry of Transport to the Thang Long Project Management Board to deploy from the excess capital of the Investment Project to build viaduct at the Mai Dich – Nam Thang Long section (the loan source of the project). ODA from Japan International Cooperation Agency – JICA). The Hanoi People’s Committee has also agreed to the investment policy of the two projects above. However, according to the Thang Long Project Management Board and the Ministry of Transport, the investment in the two projects is difficult to implement due to the limited loan agreement period (disbursement will end on May 22, 2024). .

The city proposal committee assigns the Hanoi Department of Transport to assume the prime responsibility for, together with the implementation board, to research, prepare, and submit for appraisal and approval the investment policy of the two above projects; assigned the Department of Planning and Investment to balance capital sources, report to the City People’s Committee to submit to the City Council for approval to update the list of projects to be invested in the period of 2021 – 2025.
