Article 12 of Circular 58/2020/TT-BCA specifically listed 04 cases of temporarily registered vehicles as follows:

– Vehicles registered abroad that are allowed by competent authorities to enter Vietnam for tourism, conferences, fairs, exhibitions, physical training and sports;

– Vehicles serving conferences organized by the Party, State and Government;

– Cars that carry out procedures to revoke registration certificates and license plates for re-export to the country or transfer in Vietnam, and vehicles with decisions on transfer, sale, donation or donation.

According to this regulation, people who have just bought a car and are waiting for a vehicle registration certificate or official number plate to apply for a temporary registration will be allowed to join the traffic.

However, a temporary vehicle registration certificate is valid for up to 30 days and a temporary registered vehicle is only allowed to enter traffic according to the time limit, route and range of activities stated in the certificate. temporary vehicle registration.

In case of not being temporarily registered but participating in traffic on the road, the vehicle operator will be fined according to the provisions of Decree 100/2019/ND-CP, as amended by Decree 123/2021/ND-CP .
