The results of the investigation determined that during the period July 2021 to March 2022, Do Anh Dung and individuals at Tan Hoang Minh Group committed fraudulent acts, using 3 member companies including the Company. Viet Star Real Estate Investment Limited, Soleil Hotel Services and Investment JSC, Joint Stock Company Winter Palace and related companies, issued 09 unlawful bonds, total value of 10,300 billion dong, to raise money from investors but not use it for business activities according to the bond issuance documents.
Therefore, the Investigative Police Agency of the Ministry of Public Security issued a decision to prosecute the corresponding property fraud case, which occurred in the Tan Hoang Minh Group and related organizations and units; at the same time, issued a decision to prosecute the accused, an order to arrest the accused for temporary detention, a search warrant for Do Anh Dung and 06 accomplices for the crime of “conforming property fraud” under Article 174 of the Criminal Code of 2015, amended and supplemented in 2017. Specifically:
1. Do Anh Dung, Chairman of the Board of Directors and General Director of Tan Hoang Minh Group.
2. Do Hoang Viet, Deputy Director General Tan Hoang Minh Hotel Trading Service Company Limited.
3. Nguyen Manh Hung, Chairman of the Board of Directors of Viet Star Real Estate Investment Company Limited; Deputy General Director Tan Hoang Minh Hotel Trading Service Co., Ltd.
4. Tran Hong Son, Chairman of the Board of Directors of Soleil Hotel Service and Investment JSC; Deputy General Director Tan Hoang Minh Hotel Trading Service Co., Ltd.
5. Nguyen Khoa Duc, Chairman and Director of the Winter Palace Joint Stock Company.
6. Le Van Thinh, Deputy General Director of Tan Hoang Minh Hotel Trading Service Company Limited.
7. Phung The Tinh, Former Director of Finance and Accounting Center, Tan Hoang Minh Hotel Trading Service Co., Ltd.
After the Attorney General’s Office approved it, the Police Investigation Agency of the Ministry of Public Security issued an arrest warrant for the suspects mentioned above.
To ensure the normal operation of the company, Do Anh Dung authorized Mr. Do Hoang Minh, Deputy General Director of Tan Hoang Minh Hotel Trading Service Co., Ltd. to run the Tan Hoang Minh Group.

On April 3, the State Securities Commission issued a decision to cancel 9 bond offerings (from July 2021 to March 2022) with a total value of 10,030 billion VND. Viet Star Real Estate Investment Limited Company (Vietnamese Star Company), Winter Palace Joint Stock Company (Company Winter Palace), Soleil Hotel Services and Investment Joint Stock Company (Soleil Company) belonging to Tan Hoang Minh Group.
This cancellation is based on files, documents and requests from the competent authorities, because the company has the act of disclosing false information, hiding information in private bond issuance activities.
According to the decision, the bond registration and depository organization is responsible for stopping the transfer of bond ownership of the three subsidiaries of Tan Hoang Minh Group.
Hanoi Stock Exchange (HNX) is responsible for publishing information on the HNX corporate bond information page about the cancellation of the above bond offering; Vietnam Star Company, Winter Palace Company, Soleil Company and Tan Hoang Minh Group are responsible for implementing this decision.
