Students can borrow 10 million VND to buy computers

From April 4, students can borrow up to 10 million VND to buy online learning computers, an increase of three million compared to the proposal half a year ago.

Yesterday, Deputy Prime Minister Le Minh Khai signed a decision on a credit package for students with difficult circumstances. To get a loan, they need to meet the following conditions: being poor, near-poor or having an average standard of living, facing difficulties because of Covid-19; do not have a computer or device that is not eligible for e-learning; not yet enjoy the policy of supporting online learning devices.

Maximum loan amount is 10 million VND, three million higher than offer in early October 2021, used to buy computers, tablets and other devices such as webcams, microphones. Maximum loan term 36 months, interest rate 1.2% per year. Interest on overdue debt is equal to interest on loans to poor households at the time of borrowing.

The representative of the student’s family will be the person in charge of the loan and transaction with the Bank for Social Policies. If the family is full 18 years old or the family has no representative, the remaining members are no longer able to work, students can directly borrow loans in their name.

Over the past two years, about 22 million students nationwide have experienced many interruptions in their studies and had to switch to online learning due to the impact of Covid-19. According to data from the Ministry of Education and Training, as of April 6, all 63 provinces and cities have allowed students to go to school directly, only Hanoi has not yet opened kindergartens.

At the end of September 2021, Prime Minister Pham Minh Chinh assigned the Ministry of Finance to preside over construction research credit package support students, students with difficult families to buy computers for online learning. The Prime Minister also repeatedly mentioned ensuring fairness in students’ access to education. He directly directed the launch of the program “Waves and computers for me“To call on businesses, organizations and individuals to support learning devices, reduce Internet access charges, and help all students in epidemic-affected areas learn online or via television.
