Notably, because the electricity was not cut off, there was no fire alarm, so many people in the apartment building did not know about the fire. “My husband and I and our less than one-year-old son slept until morning or the apartment building had just caught fire,” one resident said.

Witnesses said that it was not until the Fire Department of District 12 arrived that the fire was brought under control. Police also cordoned off the scene to investigate the incident.
