Previously, Postef had planned to build this land into a high-tech center and a research and development (R&D) center. However, just a few years later, in the rush to convert factories and enterprises into commercial land, Postef decided to bring land at 61 Tran Phu to contribute capital to implement a real estate project.
The selected partner is Him Lam Joint Stock Company – Lien Viet Holdings.
On December 28, 2011, the two sides signed the Investment Cooperation Contract No. 40/2011/HĐHTĐT/POT-LVH-HL. Accordingly, the contributed capital of the project is VND 1,039.2 billion, total investment is VND 3,200 billion. POSTEF contributed with the advantage of land use rights – equivalent to VND 530 billion (51% of the capital), the legal couple contributed the remaining 49% of the capital.
Started in 2011, but on June 24, 2017, the Hanoi People’s Committee issued Decision No. 3841/QD-UBND approving the investment policy of the project on the “diamond” land 61 Tran Phu.
Specifically, the total area of the study plot is 9,078 m2, of which the project area is 7,523 m2, the land area within the planned road opening area is about 1,555 m2, the construction land area is about 3,757 m2; construction density 50%; area of internal road yard, trees, car park is about 3,766 m2. The building’s high floor includes 11 floors and 6 basements. The total floor area of the floating floor is about 32,306.6 m2, the total basement floor area is about 43,023.2 m2; The height of the building from the sidewalk to the top of the ladder is 42.9m.
After that, Postal Equipment Company paid 604,799 billion VND in land rent for the project area of 7,523 m2. At the same time, pay a deposit to ensure project implementation according to Official Letter No. 401/KH&ĐT-NNS dated January 18, 2018 of the Department of Planning and Investment of Hanoi and land rent according to notice 19289/ CCT-TB&TK dated September 27, 2018 of Ba Dinh District Tax Department.
In the first half of 2019, the company was granted a land use right certificate for this land lot (50 years) with a new use purpose.
Meanwhile, Lien Viet Holdings transferred to Postef 836 billion VND to pay land rent and other costs to implement project 61 Tran Phu.
In 2019, the Resolution of the Annual General Meeting of Shareholders of POT approved the policy of divesting the controlling capital (51%) from 61 Tran Phu project. The divestment will be done in the form of a public auction, with the expectation of bringing the greatest benefit.
However, according to Resolution No. 18/NQ-DHDCD Annual 2021 on March 8, 2021, the company has suspended this policy.

The current project has completed the procedures for connection of electricity, water, and fire protection.
In particular, the company received a decision on May 4, 2020 from the Hanoi People’s Committee on adjusting the investment policy of the Postef multi-functional project and was granted a construction permit on December 8, 2020 with 12 month period. Currently, the company has completed the documents and procedures to prepare to start the project in 2022.
Regarding the fact that the old French building with four facades next to Ba Dinh square was demolished to build a high-rise building, the Hanoi Department of Planning and Architecture said that this work is not in the “List of other architectural works built in the city”.
