The Ministry of Transport has just completed the draft Road Law, inherited from the 2008 Road Traffic Law. The new draft has added content on investment, construction, management, maintenance and operation of expressways. .
Accordingly, with expressways with public investment or under the public-private partnership (PPP) method, organizations and individuals investing in construction are entitled to collect road use service fees. Expressways must apply toll collection according to advanced and modern technologies such as non-stop electronic.
The State ensures sufficient budget capital for investment in expressways invested, managed, operated, exploited and maintained by the State; enough capital to participate in the project under the mode of public-private partnership.
Expressway operating units must detect, warn and handle unsafe traffic incidents on the road, monitor operating vehicles; regularly check highways, promptly handle congestion, accidents and incidents.

According to Mr. Nguyen Van Huyen, Director General for Roads of Vietnam, expressway projects often have large capital, invested in any form, need to collect tolls to recover capital. The state has money to pay back to continue investing in other highway projects.
New investment highways often run parallel to the national highway, so people can choose to take the toll expressway or go on the national highway (the road has not been upgraded or renovated) at no charge.
Currently, the Directorate for Roads of Vietnam cooperates with the Institute of Strategy and Transport Development to study the project of toll collection on expressways invested by the State. If the draft Road Law is passed, the toll collection of all expressways will proceed synchronously.
In the immediate future, the toll collection will focus on the existing Ho Chi Minh City – Trung Luong expressway projects, La Son – Tuy Loan (Thua Thien Hue – Da Nang) highway projects that are about to be completed and 4 North-South expressway projects expected to be completed next year. now is Mai Son – National Highway 45, Cam Lo – La Son, Vinh Hao – Phan Thiet, Phan Thiet – Dau Giay.
The draft Road Law is expected to be included in the 2022 law and ordinance development plan; considered for comments at the third meeting, opening in May.
