The tightening of prepaid mobile subscription information management measures since 2019 has contributed to limiting the situation of spam sims being used by crooks to commit crimes, distribute spam messages and spam calls.

However, carriers still have some problems, mainly from some agents.

At the 2019 mission deployment conference, the Prime Minister directed to thoroughly handle the problem of spam sims amid the raging spam message situation, causing discontent in the public opinion. Many National Assembly deputies have also asked to monitor this. On September 17, 2019, the Ministry of Information and Communications (TT-TT) issued a document directing the Departments of Information and Communications to assume the prime responsibility for, and coordinate with local authorities, police, and market management forces. implemented a large-scale inspection of the management of mobile subscriber information from October 1 to November 20, 2019. Objects of inspection are branches of enterprises providing mobile telecommunications services and organizations, enterprises and individuals that register to use with a large number of subscribers.

After drastic measures were taken, the problem of garbage sims in general was greatly reduced. The management of subscribers, determining the number of genuine subscribers has been better than before. However, in reality, although the garbage sim has decreased sharply, it is still there. Especially the management of subscriber information still has some shortcomings.

That is why on April 6, the Ministry of Information and Communications announced a decision to inspect the management of prepaid subscriber information, handle sims with incorrect subscriber information, and used sim cards. used to commit illegal acts of 7 mobile carriers (Viettel, VNPT – VinaPhone, MobiFone, Vietnamobile, Gtel, MobiCast, Indochina Telecom). The inspection period of the interdisciplinary inspection teams is 30 days.

Deputy Minister of Information and Communications Pham Duc Long said that in the past time, telecommunications businesses have made efforts to review and standardize subscriber information, so the number of pre-activated sim cards has decreased sharply. However, there is still the wrong implementation of regulations on management of prepaid mobile subscriptions. The Ministry of Information and Communications must conduct this inspection because the problem of buying and selling spam sims not only causes spam messages and spam calls, but also recently used by bad actors to scam.

The Ministry of Information and Communications has understood that there are agents for employees to register thousands of sim cards, but when they sell, they do not transfer subscriber information to buyers. As a result, when this subscriber violates the law, the sim subscriber will be handled according to the law. There are even agents that register large quantities of sim cards in 5 different localities.

According to the Inspectorate of the Ministry of Information and Communications, there are still many prepaid mobile subscribers who suspect that they have incorrect information. Specifically, Vietnamobile has more than 11,000 subscribers, Viettel has about 11,000 subscribers, MobiFone has more than 10,000 subscribers, VNPT – VinaPhone has more than 1,000 subscribers.

Deputy Minister Pham Duc Long emphasized: “The Ministry of Information and Communications requires the network operators to delete all junk sims, put all efforts in the industry to carry out this task. We cannot let garbage sims cause consequences for society.” . The Ministry of Information and Communications also confirmed that it will not license new services to carriers with incorrect sim registrations, such as Mobile Money.

In fact, the number of subscribers with problems is not much, if desired, the network operator can completely quickly handle it. Until now, there is still an opinion that the strict management of prepaid mobile subscribers will affect the race to develop subscribers.
