According to the inspection results, the total value of contracts for the procurement of medical equipment, supplies, biological products and test kits of the units in 2020 – 2021 is more than 742 billion VND, of which, medical equipment is nearly 84 billion dong, medical supplies more than 182 billion dong; biological products for testing more than 305 billion VND and test kits nearly 170 billion VND.
The inspection showed that, in terms of documents, order, procedures and basic prices, investors comply with the regulations of the Government, the Ministry of Health and the Ministry of Finance.
However, in the procurement process, there are still some limitations such as: some investors advance the goods before signing the contract; the monitoring of import and export is not reasonable; some bids, winning bids lacked customs declarations, certificates of origin and quality certificates for imported goods; the minutes of handover and acceptance of goods have not yet been signed by technical staff; When the plan is posted, the contractor selection results are approved later than the specified time.
In addition, there are no warranty records to prove the remaining shelf life of the goods from the time of delivery and records of inspection and testing of goods are provided to ensure that the goods have the right technical characteristics. compliance with the requirements of the contract; lack of documents proving the origin, symbol codes, labels, validity of products and goods…
According to Dong Thap Provincial People’s Committee, through the inspection conclusion, the Provincial People’s Committee has issued a document directing the Department of Health to request investors to immediately remedy the limitations. At the same time, the organization will handle the responsibility for the investors who make mistakes in the process of organizing the bidding process for the procurement of medical equipment, supplies, biological products, and testing kits.
The Department of Health must coordinate with the Department of Planning and Investment and the Department of Finance to inspect the inspection packages that have shown errors and the remaining bidding packages, and report the results to the Provincial People’s Committee; review and direct affiliated units to coordinate, manage and use the purchased equipment to ensure efficiency and suit actual requirements. The time to implement the above contents is not later than the end of the third quarter of 2022.
