Over the years, under the direction of the People’s Committee of Da Nang City and the professional guidance of the Ministry of Science and Technology, the Department of Science and Technology of Danang has always accompanied enterprises in S&T activities, focusing on supporting enterprises in technological innovation and development. S&T enterprises. Many enterprises (enterprises) in general and S&T enterprises in particular have boldly invested in and mastered technology, improved productivity and product quality, and increasingly stood firm in the market.

Many businesses have approached the city’s policies

Since 2012, Da Nang has issued Decision No. 08/2012/QD-UBND to remove difficulties and open up resources to support enterprises in technological innovation. By 2016, the city continued to have Decision No. 36/2016/QD-UBND and in 2019, Decision No. 26/2019/QD-UBND on amending and supplementing a number of articles of Regulation a book to support enterprises in technological innovation in Da Nang city, promulgated together with Decision No. 36/2016/QD-UBND. As a result of policy implementation, the Department of Science and Technology has supported more than 30 businesses with a budget of over 6 billion VND for technological innovation activities at enterprises.

After the Government’s Decree No. 13/2019/ND-CP dated February 1, 2019 on S&T enterprises, the city’s Department of Science and Technology has implemented measures to support enterprises and actively propagated instructions for registration of S&T enterprises. ; guide the procedures for registration and certification of science and technology results, registration for protection of intellectual property rights as a basis for consideration and grant of certificates of science and technology enterprises.

In addition, the Department has advised the City People’s Committee to issue policies to support enterprises in technological innovation, start-ups and innovation. Because the root problem for the formation and development of S&T enterprises is to have scientific research products, intellectual property and new technologies for production and business. On December 9, 2020, the City Council issued Resolution No. 328/2020/NQ-HDND stipulating the content and level of expenditure from the State budget to support the innovation startup ecosystem on the Internet. According to these policies, enterprises will receive a lot of support to buy technology, buy equipment or research and create technology themselves, establish intellectual property rights and conduct quality measurement standard activities to improve the quality of products. high productivity, product quality, reduce production costs…

In addition, through the innovative start-up support activities of the Department of Science and Technology (supporting innovative start-ups to pay direct labor to develop products, perfect technology, test production, etc.) deploying business models, using training, marketing, and consulting services on intellectual property…) has formed and developed 4 S&T enterprises including SUSTECH Green Environment Co., Ltd., VOOC Technology Co., Ltd. ; DAT BIKE VIETNAM Co., Ltd., Caris Joint Stock Company … and are continuing to support 9 startups in 2021.

Over the years, the city has provided financial support to encourage businesses to continue to research many new technology products. In early 2021, there were 2 S&T enterprises (QCM Technology Joint Stock Company, Ha Giang Phuoc Tuong Mechanical Joint Stock Company) supported to research and create technological equipment with a total budget of 1,454 million VND, these products was also granted by the Department of Science and Technology to supplement the Company’s Certificate of Enterprise Registration.

In the context of the complicated development of the Covid-19 epidemic, seriously affecting the production and business situation of enterprises, including S&T enterprises, the Department of Science and Technology has always accompanied enterprises, encouraged and supported enterprises to develop. implementing research, technology transfer and innovation activities for sustainable enterprise development. In 2020, the Department has supported 16 businesses with a total budget of 3,011 million VND. In which, there are research results and technological innovation of S&T enterprises to serve the fight against Covid-19 such as automatic mask production machine of Chau Da Co., Ltd.

This is a product that was researched and formed in early 2020, to promptly meet the demand for medical mask production during the epidemic season. Up to now, the Company has provided more than 50 automatic mask production machines to medical mask manufacturers in the city and other localities to serve the prevention and control of the Covid-19 epidemic. generate hundreds of billions of dollars in revenue.

Up to now, Da Nang city has 14 S&T enterprises, most of which were formed in the period of 2019-2020 (9/14 enterprises, an increase of 180% compared to the previous period). In particular, from 2019 to now, the Department of Science and Technology has granted the Certificate of Science and Technology Enterprises to 11 enterprises (newly granted 9 enterprises; 2 additionally granted content). As of November 2020, the whole country has 538 S&T enterprises, of which Da Nang is one of 9 localities in the country with more than 10 S&T enterprises. Currently, S&T enterprises are mainly concentrated in Ho Chi Minh City and Hanoi.

This shows that the formation and development of S&T enterprises is a very difficult task related to many issues, including the problem of the research, development and technology absorption capacity of enterprises as well as the linkage, technology transfer from research institutions, owners to enterprises for application in production and business.

New technology products of enterprises effectively serve production

For Da Nang city, the current S&T enterprises are mostly small and medium-sized enterprises, private enterprises in the fields of mechanical automation, information technology, biotechnology, medicine and security. environment. In which, there are many new technologies to help enterprises develop production, new products and increase revenue for enterprises, contributing to spreading scientific and technological research activities to improve productivity and quality of products and services and contribute to the overall socio-economic development of the city.

The products of S&T enterprises won great prizes such as the product “Automatic rain gauge system for flood warning and reservoir operation” of the Water Resources Technical Development and Consulting Joint Stock Company which won the Prize. First, the product “Design and manufacture of large vertical axis steel bending machine” of Ha Giang Phuoc Tuong Mechanical Joint Stock Company, won the Third Prize of the Vietnam Science and Technology Innovation Award in 2019, many other products won prizes at the City Science and Technology Innovation Contest.

Products and research results of S&T enterprises have been granted intellectual property rights protection titles by the National Office of Intellectual Property such as utility solution patents “Multi-storey underground water purification equipment”; “Method of treating wastewater contaminated with heavy metal ions by gamma-poly glutamic acid-coated magnetic material (GAMA -PGM)”; “Multi-stage cinnamon farming equipment for agricultural waste treatment” by author Le Thi Xuan Thuy – Sustech Co., Ltd.

Patented industrial design “Automatic water monitoring buoy” of Smart and Creative Technology Joint Stock Company; or Computer Programs that have been granted Copyright Registration Certificates such as: “Micas Smart Car Inspection Application” of Micas Co., Ltd; “Caris Traffic Virtual Assistant Application” of Caris Joint Stock Company; “Umbalena reading software” of VOOC Technology Co., Ltd…. Many products and research results have been commercialized to help enterprises expand their production scale and develop business activities.

Development orientation of S&T enterprises in the coming time

Currently, many enterprises are interested in developing into S&T enterprises. However, the actual implementation is still facing many difficulties such as the limited ability to create and apply S&T results into production practice, many products are not outstanding in technology, so it is difficult to compete; Enterprises are not interested because they are still confused in accessing the State’s preferential policies on tax, credit, land rent, water surface rent…; The provisions of Decree No. 13/2019/ND-CP on the condition that the revenue reaches at least 30% of the total revenue, applied to enterprises over 5 years, is also a difficult problem for businesses that want to register as S&T enterprises. .

Faced with that fact, in order to develop S&T enterprises in the coming time, it requires active participation from many sides: the interest of enterprises in research, technological innovation, intellectual property development, see more that is the core factor to develop production and improve competitiveness; research and technology transfer units need to take enterprises as the center in their S&T activities; industries need to pay attention to remove difficulties, guide S&T enterprises to access and enjoy incentives according to regulations.

On the part of the Department of Science and Technology, will continue to support and help businesses incubate and complete the results of scientific research, technological innovation, develop S&T enterprises in the city, ensuring the number of S&T enterprises increases gradually from year to year. five. In which, focus on the following tasks:

One is to continue to inform, propagate and disseminate policies and laws on S&T enterprises; simplify administrative procedures related to S&T enterprises.

The second is to effectively implement Resolution No. 328/2020/NQ-HDND of the City People’s Council, Decision No. 36/2016/QD-UBND dated November 8, 2016 of the City People’s Committee, which focuses on supporting assist enterprises in technological innovation, research and development, technology transfer, creation of technological equipment, incubation and development of innovative start-ups to form S&T enterprises.

Third, to support and encourage research institutions, institutes and universities in research and development of technology, and to transfer technology to enterprises.

With its role, the Department of Science and Technology has been supporting enterprises in general and S&T enterprises in particular, as well as research groups, experts, and scientists to help businesses and units boldly invest invest in new technology, modern technology, increasing productivity and product quality.
