According to the Inter-sectoral Guidance No. 489/HDLN-SGDĐT-SYT dated February 28, 2022 of the Department of Education and Training and the Department of Health on epidemic prevention and control to ensure safe adaptation, flexibly and effectively control the COVID-19 epidemic. When students return to school, there is a criterion “100% of staff, teachers and employees must have 2 doses of vaccine”.

However, facing the situation of kindergartens in Hanoi with a lack of teachers, especially private schools, Mr. Hoang Huu Trung – Head of the Department of Politics, Ideology – Science and Technology (Hanoi Department of Education and Training) said: According to the motto of adaptability, flexibility, efficiency and safety, the Department of Education and Training has discussed with the Department of Health, thereby making some adjustments.

Specifically, if a teacher has not been vaccinated but is currently in normal health and has no symptoms of COVID-19, they are still allowed to teach normally. However, the school needs to remind these cases, especially to raise their vigilance, if there are abnormal symptoms such as fever, cough, and smoke, they must immediately test and voluntarily report the situation so that the school can have appropriate measures. substitute judgment when necessary”.

According to inter-disciplinary guidelines, when F0 is detected in the classroom, only those who have close contact with F0 will leave school directly to monitor for 5 days, others will continue to study normally. Particularly for preschools, kindergartens and children’s groups, if there is F0 in the classroom, all children in that class will be isolated and monitored for health at home or residence for 7 days. This would also not be appropriate in the current context.

Therefore, the Hanoi Department of Education and Training reported to the Department of Health and adjusted the handling plan. That is, instead of applying according to page 11 of the document 489/HDLN-SGDĐT-SYT, the provisions on page 9 of this document will be applied (preschool students and high school students share the same handling plan).

According to data from the Hanoi Department of Education and Training, there are nearly 242,000 F0 cases in the industry being treated at medical facilities and at home; in which preschool level has over 21,000 cases of F0 (teacher is over 8,300, student is approximately 13,000). Although the COVID-19 epidemic situation in the city has decreased, the education and training sector has determined that the prevention of COVID-19 is still the top concern when sending children to school.

Today (April 13), nearly 540,000 preschool students in Hanoi city were able to go to school directly after nearly a year of absence from home. Preschool is the last level of education in Hanoi’s education system to return to school under the new normal. And Hanoi is also the last of 63 provinces and cities to send preschool children back to school.
