After 17 years of implementing Resolution 37, it shows that economic development in the Northern Midlands and Mountains is still a mechanical addition of localities, not yet bearing regional imprints.

The Northern Midlands and Mountains include 14 provinces and cities, and are an area with many famous landscapes and unique cultures of 32 ethnic groups, which are outstanding advantages for tourism development.

In recent years, tourism in this area has developed rapidly along with the whole country, contributing to job creation and economic restructuring. However, the development is assessed as not commensurate with the potential, it is necessary to have solutions to create a strong breakthrough, starting from changing the thinking about tourism.

However, the contribution of tourism to the total revenue of localities is still low, only about 3-4% of GRDP, which is about half of the national average.

“I see that in many localities, houses with corrugated iron roofs and permanent houses have sprung up, greatly affecting the number of visitors. We need to preserve them intact, the more we preserve the identity, the more attractive it will be,” Mr. Truong Quoc Hung – Chairman of UNESCO Hanoi Travel Club said.

Most importantly, according to experts, local leaders must drastically change their thinking, considering tourism as the “key” to develop the region, from which to invest adequate resources.

“For a long time, resources have been invested in other fields, while tourism is insignificant. Currently, the whole region has been identified with 12 potential areas to develop into national tourist areas such as Dong Van Karst Plateau, Ban Gioc Waterfall, Ba Be Lake, Tan Trao, Sa Pa, Hung Temple, Dien Bien Phu – Pa Cavity.
