After encountering unexpectedly strong resistance from Ukraine, Russia re-evaluated its strategy and on March 25 began focusing on ensuring the security of eastern Ukraine, culminating in the withdrawal of surprise troops out of Kiev and surrounding cities – a move that some intelligence and military experts see as an attempt to save the day.

“Their Plan A is to mass rally along the Ukrainian border and assume that Ukraine will give up its ambitions to join NATO and give up Donbass,” McFarland said.

“When that doesn’t happen, Russia turns to Plan C which is a protracted and encirclement war,” expert McFarland commented. “When that didn’t work, they turned to Plan D to fortify in the east and freeze the conflict along the Ukrainian border to easily dominate the familiar terrain.”

Previously, not only expert McFarland but also most analysts believed that Russia aimed to occupy Donbass / eastern provinces. But actually according to the comment of McFarland is Russia already utter failure of intelligence and military. Expert McFarland stressed that Russia did not anticipate the reactions of the Ukrainian leadership and people.

“Perhaps, they think that the Ukrainian leaders have been bribed and will flee, and that Russia can form a puppet government,” the expert said. McFarland added.

Fredrick Kagan, director of the Critical Threats Project at the American Enterprise Institute, says: “The overall goal of the Russian military campaign is to replace the Zelensky government with one that Moscow can control. But that effort has failed.”

Mr. Kagan also added that:Heavy losses in Ukraine have prompted Russia to rush to build up its military once again, with stronger conscription efforts and other preemptive shortcuts that would allow it to redeploy forces in Ukraine.

In the end, Kagan believes that Russian President Putin will not give up on his goal: “OhHe (Putin) does not accept Ukraine’s sovereignty and he does not accept Ukraine’s existence as an independent state.”
