Many cases of leveling hills and mountains have occurred in Dak Nong province in recent months, however, when most of these cases were discovered, the leveling work was almost completed, causing public doubt. local land management at grassroots level.

In recent times, in the area of Cau Sau waterfall located between Nghia Tan and Nghia Trung wards (Gia Nghia city), some objects are blatantly leveling hills, breaking mountains, embanking rocks to shape streams, occupying waterfalls to open areas. Illegal tourism, causing public outrage.

As noted by PV, the entire campus of this area is affected by human hands, thousands of cubic meters of soil and rock have been leveled from the positive and negative part to create the ground and make internal roads.

Along the Dak Nong stream (the area where the waterfall falls), the subjects also built concrete embankments and solid gabion embankments to serve this underground tourist area.

Currently, although the authorities have “whispered”, the works still stand tall as if nothing happened.

In Truc Son commune, Cu Jut district, there have been many hills and mountains that have been flattened and even formed illegal resorts “right in front of” the authorities.

However, when it was discovered, the incident was “already”, and the local authorities could only handle part of the violation.

The most notable is the case of Mr. Pham Ha, residing in Cu EBur commune, Buon Ma Thuot city, Dak Lak. Mr. Ha has dumped an illegal asphalt road more than 300m long connecting National Highway 14 to a hill that has been leveled and divided.

According to observations, in this hill area, many items such as trees, internal roads, ponds, garden houses … are being accelerated by the owner to speed up construction to turn this land into a “resort” area. high-class.

The above are 2 out of dozens of cases where PV has taken advantage of the market, the remaining localities are geographically located along National Highway 14 from Cu Jut district through Dak Mil district, Dak Song district, Gia Nghia city and Gia Nghia city. In Dak R’Lap district, activities of leveling hills and mountains are rampant. Even many areas have been assigned plots.

Commune leaders must be held accountable

The land has been leveled, piled and divided into plots in Cu Jut district.

Talking about the complicated situation of leveling hills and mountains in the area, Mr. Le Trong Yen, Vice Chairman of Dak Nong Provincial People’s Committee, said that illegal leveling of hills, mountains and leveling ground in the area has been illegal. is at an alarming rate.

Mr. Yen also said that the above situation has negative signs, group interests in some areas, the position of wrongdoing stretches over a number of localities. In addition, there is real estate business, subdivision, and division of parcels in some places that are not transparent and unhealthy. This leads to the state losing tax revenue, disrupting planning, making the real estate market unstable and difficult to control.

“The People’s Committee of Dak Nong province is directing the formulation of a resolution on public service performance from the provincial leaders to the commune, ward, and residential groups. For hot areas about violations, the head must be responsible. At the same time, the People’s Committee of Dak Nong province is also directing departments and agencies to advise the Provincial People’s Committee to issue documents to correct activities related to real estate business, subdivision, and division of parcels,” said Mr. Yen.

And Mr. Le Van Hoang, Vice Chairman of Dak Mil District People’s Committee, said that it is currently very difficult and inadequate in handling violations of illegal activities of leveling hills and mountains. Firstly, the current fine level is still very low, the maximum at the commune level is 5 million VND and at the district level is only 50 million VND. Meanwhile, the value of land plots after leveling can reach billions of dong, violators are willing to violate and pay fines.

“Restoring the original condition of the land before the violation for the leveling of hills and mountains is almost impossible. Authorities need to study and amend so that the law can be effectively and effectively applied in practice, with deterrence, “said Mr. Hoang.

Meanwhile, Mr. Nguyen Anh Tu – Chairman of the People’s Committee of Cu Jut district affirmed that for illegal leveling of hills, mountains, and ground leveling, there is a great responsibility of local and district authorities. to correct the localities where violations occur.

“In addition to the handling of violators, responsibility must be considered at the commune, ward and township levels. If violations happen a lot, the responsibility of cadastral officials and even commune leaders must be considered, “said Mr. Tu.

According to PV’s research, from the end of last year until now, the land fever in Dak Nong has promoted local socio-economic development. However, it also entails many worrying consequences.

With the rapid increase in land prices, many subjects have taken advantage of illegal leveling of hills and mountains to divide plots and plots, disrupting planning, landscape as well as disrupting the natural structure of the terrain.

For this situation to last, it is undeniable that the weakness or lax management of local governments at all levels, even with negative signs, benefits groups. If only looking at the responsibility of the commune level, the situation is not very optimistic.
