Mixed opinions on the draft university entrance exam

The draft regulation on university admissions 2022 is expected to limit virtual matriculation but raises concerns about fairness for candidates who graduated last year.

Draft regulations University enrollment 2022 has just been announced by the Ministry of Education and Training for comments. The major changes of this year’s enrollment season are related to the application time, the early admission and the regulations on regional priority points.

This year, schools are not allowed to ask candidates to confirm their admission earlier than the general plan of the Ministry; but only announce and update qualified candidates on the system. Candidates who have applied to schools by early admission method still have to register their aspirations on the system; and will be recognized for admission according to the highest aspirations.

After the graduation exam scores are available, the Ministry will process the candidates’ aspirations in all methods on the same common system.

“This is a technical adjustment, which does not affect candidates’ interests, and even helps them have more choices,” said Mr. Thac, and gave an example of a candidate who was admitted to the A major at the university. B according to the academic record review method. In previous years, the school will ask you to confirm your admission before knowing the benchmarks of the graduation exam. At this time, it may happen that the candidate is not really satisfied with major A but still enrolls “to make sure”. But according to this year’s regulations, if a candidate knows that he or she is eligible for admission to major A and still has the opportunity to apply for admission with graduation exam scores, he or she only needs to place his/her favorite aspirations in a higher order of priority.

Sharing the same opinion, Dr. Tran Manh Ha, Head of Training Department of Banking Academy, said that in previous years, many candidates were admitted early, confirmed their admission and paid part of the tuition fee as required by the school, then I regret that I couldn’t enroll in another school and major that I liked more. This affects their right to choose. If the new draft regulation is approved, this situation will be almost non-existent.

Not only for candidates, according to Mr. Ha, this change also ensures fairness and equality, saving time and costs for schools.. In the context of diversifying admission methods, many schools receive applications very early and set certain constraints to keep students.

A representative of Banking Academy also said that with candidates not confirming their admission early, the final admission rate will be very close to the number of successful candidates. Putting all the candidates’ aspirations in all methods of admission into the common system will reduce the virtual admission rate.

In addition, the regulation requiring the Departments of Education to update candidates’ academic records on the industry database (in Clause 1, Article 25) also helps schools save time and costs.

Mr. Ha analyzed that in previous years, except for the method of reviewing high school graduation exam scores, schools took a lot of time to verify the accuracy of records, such as student records submitted. With the draft regulation 2022, schools using the common database of the Ministry, including graduation exam scores and academic records, should reduce costs, time and personnel.

In addition to the positive reviews, the draft was recommended to review a number of regulations. Dr. To Van Phuong, Head of Higher Education Department, Nha Trang University, pointed out two unreasonable points. Firstly, the rule “do not give priority points to candidates who graduated from last year” may cause injustice. Some candidates who have just graduated from high school have had to register for military service, so they cannot immediately apply for university admission. Many children have difficult family circumstances and have to struggle to get money to go to university. These groups will automatically lose the right to add priority points.

Secondly, Clause 3, Article 18 of the draft stipulates that candidates who have applied for admission to a school under the early enrollment plan must continue to register their aspirations on the common system. This weakens the role of early admission methods, because candidates can change their mind in setting priorities. Asking candidates to register multiple times in different systems also causes inconvenience and creates errors.

Master Pham Thai Son, Director of the Admissions Center, University of Food Industry in Ho Chi Minh City, also said that the requirement that candidates must continue to register their early admission requests to the general system should be removed.

Some university leaders also pointed out a technical inadequacy when asking candidates to re-register their wishes for early admission to the general system. Accordingly, schools have now received admissions applications by methods such as academic records, competency assessment test scores, and admissions according to their own regulations… If applying the draft regulations, candidates must post re-sign this request or the school must upload the data to the system. This process can lead to misinformation.
