On behalf of the Governor of the State Bank of Vietnam (SBV) Nguyen Thi Hong, Deputy Governor Pham Tien Dung handed over the decision to assign the representative of state capital in Napas for the period of 2020-2025 to Mr. Nguyen Quang Hung – Chairman of the Board of Directors, Mr. Nguyen Quang Minh – General Director and Ms. Nguyen Thi Hong Quyen – Deputy General Director.

Speaking at the conference, Deputy Governor Pham Tien Dung noted encouraging results with the development steps of Napas over the past time. At the same time, the Deputy Governor also tasked Mr. Nguyen Quang Minh, the new General Director of Napas, in the coming time, to continue to promote the deployment of modern payment products and services to the market, strengthen the connection between ministries and agencies. , sectors and localities to deploy electronic payments for public services, thereby contributing to the achievement of the Government’s national digital transformation goals.

On the same day, April 15, 2021, on behalf of the Board of Directors, Mr. Nguyen Quang Hung – Chairman of the Board of Directors handed over the decision to appoint the General Director to Mr. Nguyen Quang Minh.

Speaking at the Conference, new General Director Nguyen Quang Minh committed to continue efforts, promote the spirit of initiative and creativity; strengthen the strength of solidarity, together with the Board of Directors, the Executive Board and the collective of employees to successfully complete the assigned tasks; effectively preserve and manage the State’s capital in Napas.

Napas has developed a company development strategy to 2025 and orientation to 2030. Accordingly, teamwork and cooperation, creativity and innovation, integrity and commitment are the four core values, the foundation for Napas builds and becomes the most trusted retail payment network, connecting people, businesses and banks with innovative payment products for everyday life; contributing to the effective implementation of the goals set out in the Government’s Project on developing non-cash payments in Vietnam in the 2021-2025 period.

“We will continue to promote the achievements that the previous cadres have worked hard to build together with the development strategy to 2025 and orientation to 2030 so that Napas becomes a payment company serving the interests of customers. country and the interests of all Vietnamese people in the field of non-cash payment,” emphasized Mr. Nguyen Quang Minh.

Starting his career at the Computing and Data Communication Company (VDC), the new General Director of Napas Nguyen Quang Minh was appointed to the position of Head of IT Management Division of VDC in August 2003.

With his experience in information technology, he and VNPT’s telecommunications businesses established VNPT Electronic Payment Joint Stock Company (VNPT EPAY) and became the CEO of VNPT EPAY in April. 2008.

In December 2011, Mr. Minh was appointed to the position of Deputy General Director of Vietnam National Financial Switching Joint Stock Company (now Napas).

Experiencing positions in charge of different fields in the Company, from April 15, 2022, Mr. Minh was appointed to the position of General Director of Napas.

With the right knowledge, experience and development plan, Mr. Minh has helped optimize the operation, direction and management of many important projects in Napas, typically the project of building domestic chip card standards. VCCS complies with the basic standards on domestic chip cards of the State Bank.

For the first time, Vietnam’s payment market has applied a unified technical standard compatible with EMV international standards, affirming its autonomy and timely application of technological advancements in operations. payments of the banking industry; making payment transactions safer and more secure, creating favorable conditions for banks to develop new and modern payment features for domestic card products; opening up opportunities for domestic cards to participate in international integration.

On the basis of unified technical standards, Mr. Minh continued to direct the implementation of projects to build and complete the ecosystem of domestic cards; supporting banks to launch a set of domestic card products with full features of debit, credit, prepaid and multi-application cards associated with other fields such as transportation, healthcare, insurance…; contribute to promoting the development of non-cash payment in Vietnam.
