However, with the direction of the Government and the Prime Minister on anti-epidemic in the current situation, do not implement social distancing and isolation measures. Therefore, the Ministry of Finance proposes not to stipulate this condition as it has done in 2021.

Subjects of application are organizations, units, enterprises, households and individuals that are directly leased land or water surface by the State under a decision or contract or certificate of land use right. houses and other properties attached to land of competent state agencies in the form of annual land rental and water surface rent due to the impact of the COVID-19 epidemic.

According to the draft, this regulation applies to both land and water surface renters who are not eligible for exemption or reduction in land rent or water surface rent and in cases where land and water surface renters are receiving a reduction in rent. land, rent water surface in accordance with the provisions of the law on land and other relevant laws.

In order to simplify administrative procedures and facilitate implementation, limit the situation of applying for a donation when having to ask for certification from a competent state agency, the Ministry of Finance proposes that the application file consists of only two types of documents. The copy includes: the written request for reduction of land rent and water surface rent in 2022 of the lessee, according to the form; a copy of the decision on land lease, water surface rent or land lease, water surface lease or certificate of land use rights, ownership of houses and other land-attached assets, issued by a competent state agency .

At the same time, according to regulations, taxpayers follow the self-declaration and self-payment mechanism. Therefore, the Ministry of Finance proposes to stipulate that land tenants, when requesting a reduction of land rent or water surface rent, shall be responsible before law for the truthfulness and accuracy of information and request a reduction in land rent. rent your water.

According to the Ministry of Finance, based on the results of 2021, in the case of implementing the policy of reducing land rent and water surface rent according to the above proposal, the amount of land rent and water surface rent is expected to decrease by about 3,500 billions dong.
