Six months on from the midterm elections, the Biden administration now thinks small, practical actions can work for voters better than talking about grand plans. And with the global focus on the war in Ukraine, the White House is eager for Americans to see how Mr. Biden handles important issues, especially inflation exacerbated by conflict.

Last week, Mr. Biden praised former President Barack Obama for signing an order updating the Patient Protection and Affordable Care Act (ACA). He later signed bipartisan legislation to protect the financial future of the US Postal Service.

This week, President Biden continues to hit the record for the busiest domestic travel schedule in many months. On April 14, he visited Greensboro, North Carolina, to present his plan to boost the domestic supply chain and high-tech workforce. Earlier on April 12, Biden stopped in Iowa to announce that the administration had “green lighted” to increase the amount of ethanol in gasoline, a move that officials estimate would result in a reduction of 10 cents/ gallons against current gas prices.

The White House said it was understandable for the public to focus on the war in Ukraine and that such were the realities of the challenges facing Mr.

On April 13, White House press secretary Jen Psaki said: “The world needs to know what President Biden is doing, and the country needs to understand and see how he continues to lead the economy like that. Continuing to speak to the public about these plans is a huge priority. And his tight schedule shows how important this is.”

All of the policies Mr. Biden is introducing will have a direct impact on Americans’ lives – but they also seem to fall short of the goals Mr. Biden set for himself when he took office. Taken together, they show that the White House is trying to regain the trust of the people at a time when Mr. Biden is under pressure to recalibrate his ambitions.

“I think it’s time for Biden to figure things out on his own,” said Eric Schultz, a White House communications official since the Obama era.

This is also one of the issues that Mr. Obama himself faces, especially during his second term in office, as he uses his executive power to push the agenda as much as possible.

“It’s no coincidence that this strategy emerged when Republicans gave up,” Schultz said.

Despite some success, notably with Judge Ketanji Brown Jackson becoming the first woman of color on the Supreme Court, much of Mr Biden’s goals remain deadlocked – or worse than.

Lawmakers are struggling to find a bipartisan compromise on legislation that would help the US compete economically with China. Build Back Better has yet to pass, and immigration reform, gun control legislation and electoral reform are also out of the way.

Mr. Biden also mentioned the benefits of the infrastructure law passed last year – old bridges scheduled to be replaced are a key element of his domestic agenda, as well as the some other minor policy improvements.

Adam Green, co-founder of the Campaign for Progressive Change (PCCC), says smaller initiatives will only be useful if they “lay the groundwork for the adoption of larger policies”.

“Small policies are worth it if they’re the beginning of bigger changes,” he said. “The Democrats won’t be able to get people to vote with just small policies,” he said.

William Galston, a senior fellow at the Brookings Institution for Policy Studies, said Mr Biden was trying to capitalize on things amid a difficult climate.

“President Biden is trying to do what he can at this time when some of his larger plans have been pushed aside,” Galston said.

Galston recalls a similar situation when he worked on domestic policy for President Bill Clinton. Before the 1994 midterm elections, the White House worked to “run the score” with less controversial policy proposals.

Mr. Galston said: “The same thing happened when the White House conceded defeat to the central goal of the agenda. Those smaller victories made absolutely no difference in the middle of the term. For Mr. Biden, it seems that difficulties still lie ahead.
