Representative of the inspection agency, Chairman of the Legal Committee Hoang Thanh Tung said that the deadline for the Government’s proposal to delay was not specific, while this is a very urgent bill that must be issued soon. “The law project has been included in the program since the 7th session of the XIV National Assembly, in May 2019, and then had to be adjusted many times. This time it is the fourth adjustment proposal,” emphasized Mr. Tung.

According to the Chairman of the Law Committee, the reason the Government proposed to delay the submission deadline was to wait for the 5th Central Conference to consider and summarize Resolution 19, but this is not a new issue. The National Assembly, when considering including the project in the law-making program, has considered it. Therefore, the agencies of the National Assembly suggest that only one period should be delayed, the Government must submit to the National Assembly for comments on this bill at the 4th session at the end of 2022, and still consider and approve it according to the process. 3 sessions.

Explaining, Deputy Minister of Natural Resources and Environment Vo Tuan Nhan said that the law project is currently being developed by the Ministry in coordination with ministries, branches and committees of the National Assembly. The ministry has also completed drafts and reports, reviewed legal documents, reviewed the implementation of the 2013 Land Law as well as assessed the impact of policies.

However, according to Mr. Nhan, the formulation of the revised Land Law as well as land policies must have a central resolution as a political basis. This is an important basis to collect opinions, appraise and submit to the National Assembly. “The Government is determined to submit this draft law at the October 2022 session, after the Central Conference in May 2022,” said the Deputy Minister of Natural Resources and Environment, saying that despite being postponed many times, to Now the project is “still impossible not to back down”.
