According to information from the Hanoi People’s Committee, there are currently 1,216 villas in the area, including 367 state-owned villas, 732 mixed-owned villas between the state and households or between households and households. together; 117 privately owned villas.

Because many people manage, own and use the villa, it is very difficult to determine the responsibility and obligation to contribute funds for maintenance, renovation and repair, and households still rely on the state. , the rent collected is not enough to repair and maintain the villa.

Villa houses are managed and used by many agencies, organizations and individuals, so in many cases, there were no management records in the past. update on the state of change, on demolition, renovation and rebuilding.

Some district and ward authorities have not paid enough attention to the management of construction order, in some cases, organizations and individuals are managing and using villas intentionally demolishing, renovating, and constructing villas. The City People’s Committee also assessed that the management, exploitation, rental and sale of state-owned villas are not really effective.

As for the Hanoi Housing Development and Management Company Limited and the Housing and Urban Development Investment Corporation, the Ministry of National Defense only manages, leases and sells state-owned villas to the beneficiaries. Previously distributed, arranged and leased houses are currently enjoying the rental and purchase of houses according to the regimes and policies of the state prescribed by Decree No. 61.
