Neither Washington nor Moscow has confirmed the existence of the cable.

“We will not confirm any private diplomatic correspondence. What we can confirm is that together with our allies and partners, we are providing billions of dollars worth of security assistance to our partners. Germany will give aid to Ukraine

Germany on April 15 announced plans to provide more than 1 billion euros ($1.081 billion) in military aid to Ukraine, amid complaints from Kiev that it was not receiving heavy weapons from Berlin. German Finance Minister Christian Lindner confirmed on Twitter about the plan. The funds must be used by Ukraine to finance the purchase of military equipment.
