Circular 15/2022 empowers police of communes, wards and townships (collectively referred to as commune-level police) to register and issue license plates of motorbikes and motorbikes (including electric scooters) to individuals and groups office.

If at present, the authority to grant registration and license plates of cars belongs to the Traffic Police Department (Traffic Police) and the Traffic Police Department of the provincial-level Police Department according to the provisions of Clauses 3 and 4, Article 3 of Circular 58/2020. – Cars of diplomatic missions, consular offices, representative offices of international organizations in Vietnam and cars of foreigners working in such agencies; cars of agencies and organizations specified in Appendix 01 of Circular 58/2020.

Based on the conditions of physical facilities and information technology infrastructure in the locality, the director of the provincial-level Public Security Department shall decide, after reaching agreement with the Traffic Police Department, to decentralize the registration and license plate number of cars to the police. district; Completion date is December 31, 2022.
