Last year, the first round of high school graduation exam took place at a time when Tan’s place was in a blockade, he could not attend. In the second phase, Ho Chi Minh City and many provinces and cities could not hold the exam due to the more complicated epidemic.

This year, Tan is determined to graduate from high school again. But when he saw the draft of the enrollment regulation in 2022, Tan was disappointed that he would not be given 0.5 points of priority for rural area 2.

According to the draft announced by the Ministry of Education and Training, the regional priority plus point level remains the same: region 1 candidates get 0.75 points; rural area 2 0.5; area 2 is 0.25. However, the draft regulation Only add regional priority points to this year’s high school graduates.

That is, candidates who graduated from previous years (freelance candidates) like Tan, if they retake the exam to get the results of university and college entrance exams, they will not be given priority points. The old rule allowed points to be added to candidates who graduated in previous years.

Tan said that in order to get into a top school like the University of Medicine and Pharmacy in Ho Chi Minh City, half a regional priority score is a “heir”, which can decide whether to fail or pass. Not to mention, some industries took up to 30 points last year, the role of regional priority points is even more important.

“No more points, is it fair to me and many friends with similar circumstances?” Tan said.

In recent years, each year, the country has about one million candidates taking the high school graduation exam, including 40,000-50,000 free candidates.

Nguyen Thai Duong (20 years old, native of Thai Nguyen) is reviewing subjects in the C00 group (Language Literature, History, Geography) with the desire to enter Law, Court Academy. Household registration in area 2, Duong will receive 0.25 priority points if the old enrollment regulations are applied.

According to the male student, the draft new regulation disadvantaged free candidates. “For university admission, whether it’s 0.1 or 0.25 points, it’s very precious, even decisive. I hope the Ministry of Education and Training still maintains the old way of adding points,” Duong said.

In previous years, with the method of considering high school graduation exam scores or reviewing academic records, schools gave priority to the area and prioritized the policy category (if any) according to the regulations. In their own admission method, schools convert their respective priority points. For example, when considering the capacity assessment score of Vietnam National University in Ho Chi Minh City, area 1 is awarded 30 points (on a scale of 1,200), rural area 2 adds 20 points, and area 2 adds 10 points.

Many free candidates share the same frustration because they lost the right to add priority points. On some exam forums, they called for a collective petition to the Ministry of Education and Training.

Assoc. Prof. Dr. Nguyen Thu Thuy, Director of Higher Education (Ministry of Education and Training) explained, This regulation is to ensure fairness between the two groups of candidates: student 12 prepares for graduation exam; Those who have graduated, take the exam for university admission.

According to Ms. Thuy, candidates who graduated in previous years have more advantages and time to review than those who took the exam for the first time.

“Many candidates, although their household registration is in priority areas, have moved to localities and cities with better conditions to study for a few subjects for university admission. Meanwhile, candidates taking the exam for the first time have to take the exam for the first time. studying more subjects, under more pressure to both graduate and apply for university admission,” said Ms. Thuy.

Sharing the same view, Dr. Nguyen Trung Nhan, Head of the Training Department, Industrial University of Ho Chi Minh City, said that freelance candidates have more advantages in terms of exam experience and review time.

However, according to Mr. Nhan, the removal of regional priority points for candidates from the previous year can be applied in the method of admission based on graduation exam scores or admission to separate exams, such as capacity assessment. With the method of reviewing academic records, according to him, it is still advisable to maintain the plus points. Because academic records are closely influenced by regional factors.

Dr. To Van Phuong, Head of Higher Education Department, Nha Trang University also proposed to consider a number of exceptions to this rule of adding points. Students who have just graduated from high school and actively participate in the military service or who have difficult families and cannot immediately go to university – need to apply regional points according to the old regulations.

Another admissions expert in Ho Chi Minh City said that the Ministry of Education and Training should keep the same regulations on adding regional priority points, regardless of candidates graduating this year or previous years.

“Ultimately, the priority of the region is to support candidates in rural, disadvantaged areas with poorer conditions to enjoy education than in urban areas. Even if they retake the exam, they still study at the high school level. those prioritized areas and are still more disadvantaged in nature,” this expert stated.

The draft regulation on university admissions 2022 will receive comments until May 31.
