The pilot of automatic toll collection on the Hanoi – Hai Phong Expressway has been postponed
Instead of officially implementing it from May 5 as previously announced, the Directorate for Roads of Vietnam has just said that the time of application is only non-stop toll collection. Hanoi – Hai Phong Expressway will be delayed 1 month compared to the original plan to serve the organization of SEA Games 31.
Mr. Nguyen Manh Thang, Deputy Director General of the Directorate for Roads of Vietnam, said that the 31st SEA Games (31st Southeast Asian Games) will be held in Vietnam from 5/5/2022 to 23/23. May 2022.
Therefore, in order to ensure the demand for traffic participation and traffic order and safety during the 31st SEA Games, the Directorate for Roads of Vietnam plans to delay the implementation time until the beginning of June 2022.
Besides, the postponement of the application time to June is also consistent with the report of the Ministry of Transport submitted to the Government. Accordingly, the Ministry of Transport said that the Hanoi – Hai Phong Expressway will officially pilot the collection of ETC fees only in June. The Ministry of Transport also sets a target that by June, at least 90% of cars in circulation across the country will be able to be used. ETC tag stickers.
Currently, the percentage of vehicles with tags in the provinces and cities that the expressway passes through is on average 65% (an increase of about 10% compared to the previous month). The percentage of vehicles using the non-stop electronic toll collection service on the route reached 50% of the total vehicle traffic (as of March 2022), an increase of about 5% compared to the previous month.
Since the COVID-19 epidemic is under control, socio-economic activities have recovered, so the toll collection at the Hanoi – Hai Phong highway has prospered compared to the past two years. By the end of the first quarter of 2022, Ha Phong Expressway has collected more than 392 billion VND; in which, fee collection via ETC is 178 billion dong.
Meanwhile, in 2021, the toll stations on the Hanoi – Hai Phong expressway will reach more than VND 1,254 billion; in which fee revenue through ETC reached more than 306 billion dong.
The Hanoi – Hai Phong expressway project has a total investment of VND 45,587 billion; in which the cost of construction and equipment is more than VND 30,500 billion; site clearance costs nearly 3,700 billion, consulting costs nearly 1,160 billion. The total length of the whole route is 105.5 km, the design speed is 120 km/h, and there are 6 toll stations.
According to economic experts, after the project was completed and put into operation, it soon brought into play its socio-economic significance, especially helping the economic development speed of the triangle axis Hanoi – Hai Phong. Department – Quang Ninh has impressive growth.
Previously, the Ministry of Transport had agreed with the proposal of the Directorate for Roads of Vietnam to choose the Hanoi – Hai Phong expressway to pilot only the electronic toll collection form without stopping on the expressway.
The Ministry of Transport requested this unit to organize the implementation to ensure that it does not negatively affect the travel of people, meeting the progress as directed by the Prime Minister.
During the implementation process, the Directorate for Roads organizes negotiations and reaches an agreement with investors and service providers to ensure harmony between the interests of the parties, avoiding legal disputes during the implementation process.
