Deputy Prime Minister Le Van Thanh has just signed Decision No. 465/QD-TTg on stopping the implementation of the Hoa Binh – Moc Chau expressway construction investment project (Son La province) in the form of a public-private partnership. PPP).

Previously, in 2019, the project was approved by the Government for investment policy in Decision No. 579/QD-TTg in the form of a public-private partnership. The total investment of the project is calculated to be about 21,577 billion VND, of which, mobilized capital from investors is about 11,627 billion VND, the state’s participating capital is about 9,950 billion VND.

The goal of the project is set, to meet the transport demand connecting the economic and political center with the Northwest provinces, economic zones, national tourist areas, industrial parks, serving the goal of promoting socio-economic development and ensuring national defense and security, contributing to increasing the economy’s competitiveness; connecting neighboring areas and along the route to facilitate socio-economic development for these areas, especially the development of Hoa Binh Lake National Tourist Area and Moc Chau National Tourist Area when favorable traffic connection conditions and other projects invested in this area; connecting with the main areas of Hoa Binh and Son La provinces, changing the status of National Highway 6 as a monorail.

The route has a total length of about 85km, of which 49km in Hoa Binh province (passing Hoa Binh city, Da Bac district) and about 36km in Son La province (passing Van Ho district, district district). Moc Chau).

The starting point is at the intersection of National Highway 6 at Km66 700 in Trung Minh commune, Hoa Binh city, Hoa Binh province (continued with Hoa Lac-Hoa Binh expressway project); The end point is at the intersection with National Highway 43 in the territory of Muong village, Phieng Luong commune, Moc Chau district, Son La province.

However, until now, nearly 3 years after the above decision was issued, the process of implementing the project implementation steps of the involved parties encountered a number of difficulties and obstacles such as: change in project location, total investment level, type of project contract; ability to balance state budget sources; local project management capabilities; ability to call investors and credit institutions…

From this fact, the People’s Committee of Son La province has submitted to the Prime Minister the suspension of the construction investment project of Hoa Binh – Moc Chau expressway (Son La province) under the PPP method. Proposing the method to continue the project, Son La Provincial People’s Committee asked the Government to change the form of PPP investment to public investment.

Commenting on this, Deputy Prime Minister Le Van Thanh, requested: People’s Committees of Son La and Hoa Binh provinces take full responsibility for the proposal to stop implementing the Project; have a plan to completely deal with the contents of the work done by the project in the past, without allowing disputes and complaints.

Regarding the implementation of the project, the Deputy Prime Minister directed: Assign the People’s Committees of the provinces: Son La, Hoa Binh to coordinate with the Ministry of Planning and Investment, the Ministry of Transport and relevant agencies to research and propose investment plans. investment in accordance with the provisions of current laws (including public investment) to continue implementing investment in the Hoa Binh – Moc Chau expressway according to the planning (research and inheritance of records and documents) data during the preparation of the pre-feasibility study report and the previous project’s feasibility study report in order to speed up the progress, ensure savings, efficiency and compliance with the law).

Assign the Ministry of Planning and Investment to assume the prime responsibility for, and coordinate with the Ministries of Finance, Transport, Construction and relevant agencies in guiding the People’s Committees of the provinces: Hoa Binh, Son La to study and propose methods The project is suitable to invest in Hoa Binh – Moc Chau expressway according to the planning, ensuring feasibility, timeliness, efficiency and compliance with the law.
