Russia says new phase of military operation in Ukraine has begun

Lavrov also mentioned Russia’s rotation of its forces in Ukraine after the talks in Istanbul – Turkey as a gesture of goodwill and commitment to peace. However, that was not properly respected by Kiev, and the Ukrainian authorities immediately staged the “Bucha massacre” to slander Russia.

The Russian foreign minister also complained that if Ukrainian President Vladimir Zelensky had cooperated in the implementation of the Minsk agreements, the crisis would have ended long ago.

“I think the West is using Mr. Zelensky against Russia. The West has done everything to support him in the hope of bypassing the Minsk agreement,” Mr. Lavrov commented.

The Minsk Agreements are the cornerstone of the Donbas peace process. The agreement outlines moves to cease-fire, withdraw weapons, amnesty, restore economic relations and carry out constitutional reform in Ukraine through dialogue with the DPR and LPR in order to decentralize power and provide special status for certain districts of the two regions of Donetsk and Luhansk.

However, the negotiation process stalled due to Kiev’s refusal to implement the political terms of the Minsk agreement, according to the Russian side. Specifically, Russia believes that the Ukrainian side refuses to hold any direct dialogue with the DPR and LPR, opposes the consolidation of the special status of these two regions in the Constitution, and demands partial control. border with Russia in the Donbas until the agreement comes into force.
