UN discusses limiting veto power of 5 permanent members of the Security Council

The organization of a meeting to discuss the draft resolution to request the Permanent Member States Security Council have to explain when they use to veto.

The proposal, which has been publicly supported by about 50 countries, is expected to be put to a vote at the United Nations General Assembly in a week or two.

The US is the only permanent member of the Security Council to support this proposal, while the remaining 4 permanent members including Russia, China, France and the UK have not yet expressed their opinion.

United Nations Secretary-General Antonio Guterres has repeatedly called for the full potential of the Security Council’s capacity, accountability and transparency in decision-making.

Liechtenstein asked to convene a meeting of the United Nations General Assembly on April 19 to discuss a draft resolution asking the five Security Council member states to explain each time their veto power is used.

The idea of ​​reducing the power of the five permanent members of the Security Council has been around for a long time, but this time it was revived because of the ongoing conflict in Ukraine.

As a country directly involved in the conflict, Russia used its veto power to prevent the Security Council from taking action when the conflict broke out between Moscow and Kiev.

The draft proposal would require the 193 members of the General Assembly to be summoned “within 10 working days after at least one member of the Security Council used a veto to justify the use of this ballot”.

Among the co-sponsors of this draft resolution are Ukraine, Japan and Germany. Japan and Germany have long hoped to become permanent members of the Security Council if the body expands. It is not known what the views of the UK, China, Russia, India, Brazil, South Africa or countries competing for the seat of potential permanent members are. Even without sponsoring the text, France will still vote in favor, a diplomat revealed.
