Regarding the above case, in December 2018, Phan Sao Nam was sentenced to five years in prison by the People’s Court of Phu Tho province for two crimes of organizing gambling and laundering money. This gambling line also has the “protection” of two former police generals Phan Van Vinh and Nguyen Van Hoa.

In March 2019, the High People’s Court in Hanoi held an appellate hearing, upholding the first-instance judgment.

After the sentence took effect, Nam served the sentence at Quang Ninh Detention Center. In April 2020, the People’s Court of Quang Ninh province accepted the proposal of Quang Ninh Prison, reducing the term of serving a 19-month prison sentence for Nam.

By February 2021, the People’s Court of Quang Ninh province continued to accept the proposal of Quang Ninh Prison, reducing the remaining prison term (three months and seven days) for Nam. On February 6, 2021, Nam left the camp.

In April 2021, detecting violations during the execution of judgments, the Procuracy of the custody, temporary detention and criminal judgment execution (Case 8) of the Supreme People’s Procuracy sent a written request to protest according to supervisory procedures. cassation review for two decisions to reduce the prison term of the People’s Court of Quang Ninh province.

After that, the High People’s Court in Hanoi opened a trial according to cassation procedures, accepting all protests of the Procuracy about the People’s Court of Quang Ninh province reducing the sentence serving time for Nam as ineligible and not eligible. have a legal basis.

The High Court annulled the decisions to reduce the term of imprisonment for Nam, forcing him to serve the sentence again.
