According to the draft University Admission Regulations 2022, the regional priority plus points will remain the same (candidates in Region 1 are added 0.75 points; Area 2 candidates are given 0.5 points; Region 2 is 0.25 points). ) but only applies to candidates graduating from high school this year.

That is, candidates who graduated from previous years (freelance candidates) if they retake the exam to get the results of university and college entrance exams, they will not be given priority points. Meanwhile, the old regulations allow adding points to these candidates.

Many candidates believe that, in order to enter the top school, half a regional priority score is a “heir”, which can decide whether to fail or pass. Not to mention, some industries took up to 30 points last year, the more important the role of regional priority points is.

Therefore, this draft regulation makes many candidates hesitate to think that it is unreasonable and unfair to them.

In this regard, Master Pham Thai Son – The director of the Admissions Center (Ho Chi Minh City University of Food Industry) said that the regional priority point should be removed because the gap in learning conditions in the localities is narrowing. This policy of adding points is no longer meaningful, and can create injustice for candidates. In the top schools, candidates pass or fail only 0.1-0.2 points apart; while the maximum area plus is 0.75. In addition, the Ministry of Education and Training can support candidates in difficult areas with many other policies.

Still Dr. Le Viet Khuyen – The Vice President of the Association of Vietnam Universities and Colleges said that the rules for adding priority points should be maintained for all subjects, whether they are candidates taking the graduation exam this year or taking the exam in previous years.

According to Mr. Khuyen, adding priority points is to encourage and support candidates in rural areas with more difficult learning conditions than in urban areas.

“In my opinion, priority points should only be removed when equality and fairness between regions and regions has been ensured. In Vietnam, the benefits from social welfare are still uneven, so there is still a need for such priorities.

For free candidates, even if they retake the exam, their circumstances have not changed, they still study in priority areas and have to suffer many disadvantages, why are there such distinctions and exclusions?

Not to mention, many candidates have to work hard to make a living, because they can’t afford to go to school, so they have to accept to stay at home and wait until next year to take the exam. After a while, their life improved, they had the opportunity to continue going to school. For these subjects, they should still be prioritized and encouraged”, emphasized Dr. Le Viet Khuyen.

Also related to the issue of giving up priority points for independent candidates, Assoc. Prof. Dr. Nguyen Thu ThuyDirector of Higher Education Department (Ministry of Education and Training) explained, this regulation is to ensure fairness between two groups of candidates: 12th students preparing for the graduation exam and those who have graduated, taking the exam for university admission. .

According to Ms. Thuy, candidates who graduated in previous years have more advantages in terms of revision time than those who took the exam for the first time.

“Many candidates, although their household registration is in priority areas, have moved to localities and cities with better conditions to study for a few subjects for university admission. Meanwhile, candidates taking the exam for the first time have to take the exam for the first time. studying more subjects, under more pressure to both graduate and apply for university admission,” said Ms. Thuy.

Before that, the Ministry of Education and Training has repeatedly adjusted the priority plus point level. Prior to 2003, candidates were awarded a maximum of 3 regional priority points. From 2004 to 2017, a maximum of 1.5 points. And from 2018, the highest regional priority score is 0.75.

The priority level decreases over time, but it is not reasonable to determine the priority group by many specialties. Currently, many cities in the province have teaching and learning conditions equivalent to those of central-affiliated cities, but are still classified in region 2. When reviewing application documents by academic records, schools find the equivalent in terms of academic records. academic force between these groups, but according to regulations, candidates in priority areas still get points.
