The Ministry of Information and Communications and Hai Phong People’s Committee signed a memorandum of understanding to cooperate in promoting digital transformation
The Ministry of Information and Communications and the People’s Committee of Hai Phong City have just signed a memorandum of understanding on cooperation in promoting digital conversion the period of 2022 – 2025. The signing ceremony of the minutes of agreement is within the framework of the city cadre conference in the form of online, research, study, mastery, propaganda and implementation of Resolution 03 of the Standing Board of the Standing Committee. City Party Committee on digital transformation of Hai Phong city to 2025, orientation to 2030.
Accordingly, the Ministry of Information and Communications will support Hai Phong city in implementing state management in the fields of information and communication. Specifically, supporting the city to develop the postal network; telecommunications infrastructure development; building digital government, smart city, connecting and connecting information systems between central and local; ensure information safety in cyberspace; promote the development of ICT industry, digital economy, digital society; management of press, publication, information and propaganda.
The Ministry of Information and Communications also supports training and fostering to update knowledge and improve capacity for managers and specialists working in the field of information and communication; Support to train high-quality human resources in safety, network security, information technology industry, electronics – telecommunications, digital transformation.
The People’s Committee of Hai Phong city will closely coordinate in state management in the field of information and communication; arrange appropriate capital sources for projects in the field of operation; create conditions for the development of telecommunications infrastructure; at the same time, make recommendations and suggestions to the Ministry on outstanding issues and propose handling measures in the process of implementing state management of information and communication in the locality.
According to the memorandum of understanding, the Ministry of Information and Communications will coordinate in 11 contents, specifically: Consulting to support policy development; Smart urban development; Developing digital infrastructure for digital transformation: Developing a digital society to serve the people; Support enterprise digital transformation, digital transformation at district and commune levels; Deploying a toolkit to monitor and manage children’s Internet access; Support to ensure information security; Develop digital data, effectively connect and exploit national databases; Training to improve the quality of human resources for digital transformation; developing digital technology enterprises and the field of information and communication.
In 2022, the two sides will focus on promoting the effective use of online public services; Deploying virtual assistants to serve work requirements for cadres, civil servants and public employees in state agencies in Hai Phong city. It is expected that the virtual assistant will be put into use before July 1.
Piloting the measurement of the share of the digital economy in the GRDP of Hai Phong city: conducting periodic measurement and publication. In addition, the Ministry of Information and Communications will work with Hai Phong to support small and medium enterprises in digital transformation; Promote to bring 100% of agricultural production households that meet the criteria on the e-commerce floor; Development of cashless payments; Announce the digital platforms selected by the city and deploy community digital platforms.
