The Prime Minister asked the provinces to hand over the construction site of the North-South Expressway in April

The Prime Minister asked the Provincial Party Committee Secretary, the Chairman of the Provincial People’s Committee to direct the agencies to hand over the ground and solve the lack of land for embankment of the North-South expressway project.

On the afternoon of April 21, the Prime Minister issued a public order requesting the Ministry of Transport and localities to urgently hand over the ground and handle problems related to the earth material mines for road embankment of the North-South expressway project phase 1. (2017-2020).

The content of the Prime Minister’s telegram stated that the North-South expressway project, phase 1, aims to complete all 11 component projects in 2024. Of which, four component projects include: Mai Son – Quoc Highway 45, Cam Lo – La Son, Vinh Hao – Phan Thiet, Phan Thiet – Dau Giay must be completed and put into operation in 2022.

Over the past time, the Ministry of Transport and ministries, branches and localities have actively implemented the project. However, at present, the site clearance only reaches 99.99%; The procedure for licensing the mines of earth-filling materials in some localities has not been completely resolved, although the Government has issued specific policies.

Specifically, the provinces of Nghe An, Quang Tri, Thua Thien – Hue, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai and Tien Giang still have many positions of electricity and water pipes that have not yet been relocated.

Many localities have not completed the procedures for granting mining permits for materials, leaving projects with a shortage of 4.1 million m3 of land for embankment. Particularly, Binh Thuan province has completed the licensing but has not been exploited because it is completing the land lease procedures…

Accordingly, the Prime Minister requested the Secretary of the Provincial Party Committee and the Chairman of the People’s Committees of the provinces to focus on directing the agencies to urgently complete the remaining volume of site clearance to hand over to the projects this April. .

The localities are also assigned to speed up the settlement of conditions and procedures for permits for the remaining material mines according to regulations to meet the demand for project construction. Particularly for Ninh Binh province and Binh Thuan province, it is necessary to support to completely solve problems with soil materials for road embankment provided for Mai Son – National Highway 45 and Vinh Hao – Phan Thiet sections to be completed within this month. this 4.

The Prime Minister also asked the provinces to regularly inspect and strictly handle cases of speculation, arbitrarily raising prices and forcing prices of construction materials. At the same time, the price and price index of construction materials shall be announced monthly to ensure the availability of all kinds of construction materials for traffic works in the project construction area.

The Ministry of Transport was assigned by the Prime Minister to direct project management boards and contractors to coordinate with localities to carry out site clearance. Actively review the shortcomings and problems arising from the source of materials provided for each project, promptly work with localities to solve and remove them.

In addition, the Prime Minister also requested the Electricity of Vietnam, Vietnam Posts and Telecommunications, Industry – Telecommunications Military to urgently direct the managers and users of electricity infrastructure works, telecommunications cables, etc. information under its management, speeding up the relocation of the remaining technical infrastructure works to ensure the completion and handover of the site.
