On April 22, 2022, EVN cooperated with the People’s Committee of Lai Chau province to organize a “Conference to review Program 30a, EVN supported 3 districts of Tan Uyen, Than Uyen, Phong Tho – Lai Chau province, period 2009 – 2021”.

Resolution 30a/2008/NQ-CP of the Government issued on December 27, 2008 “on the program to support rapid and sustainable poverty reduction for 61 poor districts” (referred to as Program 30a to support districts in poverty) with the general objective: Create a faster change in the material and spiritual life of the poor, ethnic minorities in poor districts. Implementing Program Resolution 30a, EVN is assigned to support 3 districts of Than Uyen, Tan Uyen and Phong Tho of Lai Chau province.

Focusing on EVN’s strength of supplying electricity to households as a premise for family economic development, improving material and spiritual life for poor households and some other support, in the period From 2009 to the end of 2021, EVN has implemented the program and basically completed it, contributing to an average annual reduction of more than 6% of poor households for the districts which are highly appreciated by the People’s Committee of Lai Chau province and the people of 3 poor districts.

EVN has used capital sources to invest in rural power grids through projects: Rural Energy II using WB loans, Project on Renewable Energy Development and expansion and renovation of power grids for remote communes, remote areas use ADB loan and rural electricity supply project from Lai Chau province’s national grid to supply electricity to white communes without electricity, villages and households without electricity in 3 districts Than Uyen, Tan Uyen , Phong Tho.

The rural electricity grid development program has contributed to bringing Lai Chau from the province with the lowest percentage of households with electricity in the country (only 37% of communes and 29.4% of households had electricity in 2009) to 100% of communes. electricity to the national grid by 2015. By the end of 2020, over 95% of households have had electricity, 6 months ahead of the Resolution of the 13th Lai Chau Provincial Party Congress for the 2016-2020 term.

In 2021, the percentage of households with electricity will be 97.04%, reaching the target of the Resolution of the 14th Lai Chau Provincial Party Congress for the 2021-2025 term. Total expenditure on investment and development of rural electricity grid in the three districts in the period of 2009-2021 reached over VND 848 billion.

In addition to performing the task of providing electricity, EVN also performs many other supporting contents including: Support to remove temporary houses for 2,511 households, build 56 “semi-boarding houses”, build kindergartens, and model homes. education for 24 preschools, construction of vocational training centers, boarding and semi-boarding schools, support for vocational training and job placement, cement support for village roads, agricultural extension training forestry extension, support for agricultural production models, other medical support, essential supplies for semi-boarding students and repair and guidance for poor households and households. resettled households use electricity safely and economically.

The province’s poverty rate in 2020 will be 16.33%, down 24.07% compared to the end of 2015 (according to the multidimensional poverty line). The province’s per capita income increased from 18.2 million VND/person/year (in 2015) to 41.7 million VND/person/year (in 2020).
