The Hanoi People’s Procuracy has just completed the indictment against the former Director of the People’s Credit Fund of Dan Phuong Commune, Dan Phuong District (Hanoi) for Theft of property.

According to the allegations, in 2018, Mr. Nguyen Van Quyet (SN 1969) was recruited and appointed as the Director of the People’s Credit Fund of Dan Phuong commune, Dan Phuong district.

With the assigned position, the accused directly holds the key to the gate, the key to the transaction room and knows the password of the vault door and the code of the credit fund’s safe.

Mr. Quyet knows that the key to the first door of the safe room is managed by Ms. Nguyen Thi Thanh Tam (Chief Accountant) and the key to the second door of the safe room is managed by Ms. Tran Thi Giang (treasurer).

While working at the credit fund, the director knew that Ms. Tam and Ms. Giang often left the key to the safe in the drawer of their desk.

The defendant also knew that the time from 2 pm to 6 pm on Saturday and Sunday, at the headquarters of the People’s Credit Fund of Dan Phuong commune, there was no one to work, no one to look after.

Meanwhile, the protection of the credit fund, Mr. Bui Van Dan (SN 1950) only looks after from 11am to 2pm and from 6pm to 7am the next day.

Due to the loophole, Mr. Quyet had an intention to steal the credit fund’s money for personal use.

At around 14:00 on October 16, 2021 (on Saturday), Mr. Quyet drove a motorbike to the headquarters of the People’s Credit Fund of Dan Phuong Commune.

He used the key to open the gate, put the car in front of the door of the security room, then opened the door of the room with the alarm system installed, cut off the mains breaker and the security camera system, the alarm bell of the credit fund office and the office. transaction.

Next, the director used the key to open the door of the transaction room, went inside and opened the drawer of the desk of Ms. Tam and Ms. Giang.

He took the key to the door of the safe, went into the safe, took 2 keys of Ms. Giang’s safe, placed it on the top of the glass cabinet, and then used the key and password to open the safe door to steal more than 2.6 billion VND. , stored in a black nylon bag.

After finishing the job, the accused locked all the doors and left the key as before, then turned on the alarm system and the credit fund’s electrical system.

Mr. Quyet put his money bag in the trunk of his motorbike, went to his own house in Mo Tan area, Dan Phuong, hid 900 million VND in his wardrobe in the bedroom on the 2nd floor.

Then, he drove a motorbike to his second home in Cay Sanh hamlet, cluster 4, Dan Phuong commune, Dan Phuong district, Hanoi, and hid more than 1.7 billion VND in his closet on the 2nd floor.

On the morning of October 18, 2021, Ms. Giang went to the credit fund to work and discovered that she had lost more than 2.6 billion VND in the safe, so she went to the Dan Phuong District Police to report.

On the same day, Mr. Quyet surrendered to the police and handed over more than 2.4 billion VND.

During the settlement of the case, Mr. Nguyen Kien Thuc, Chairman of the Board of Directors of Dan Phuong Commune People’s Credit Fund proposed to reduce the punishment for the former director.
