In order to commit fraud, Lanh forged documents of the Department of Natural Resources and Environment, drafted messages to exchange with reputable people and leaders working at the Land Fund, Department of Planning and Investment. Provincial investment bank and BIDV with the content of profitable investment projects sent to the victims for the purpose of creating trust for the victims to transfer investment money to Lanh.
