Specifically, VEC leaders said, now that the Corporation has reported to the competent authorities for guidance on the order and procedures, the Corporation has built a plan to hire ETC services and prepared bidding procedures to organizing the selection of ETC service providers for VEC expressways. It is expected that the implementation of these works will not be completed by the end of June 2022 at the latest.

“After the bidding results to select an ETC service provider, the installation and installation of the electronic toll collection system without stopping at toll stations will be accelerated. Expectedly, by the end of September 2022, The new VEC can complete the installation to deploy ETC toll collection on VEC’s expressways.

Regarding the progress of VEC’s ETC toll collection, the Government Office has just sent a document to convey the direction of Deputy Prime Minister Le Van Thanh, requesting the Ministry of Transport and the Capital Management Committee. Government at enterprises and VEC accelerate the implementation of ETC in expressway projects managed by VEC.

The Deputy Prime Minister requested the units to complete on schedule according to the direction of the Government and the National Assembly; take measures to handle the responsibility of the individuals and groups concerned if the above schedule is delayed; report to the Prime Minister the results of the implementation before June 30, 2022.

The Ministry of Transport said that VEC was assigned by the Ministry of Transport to be the investor in the construction, management, operation and exploitation of 5 highway projects including Cau Gie – Ninh Binh expressway, Noi Bai – Lao Cai expressway. , Da Nang – Quang Ngai, Ben Luc – Long Thanh and Ho Chi Minh City – Long Thanh – Dau Giay.

Out of the five projects mentioned above, only the Cau Gie – Ninh Binh expressway has been invested and operated the ETC toll collection system, and 15 of the 40 lanes of this expressway have been deployed since June 10. In 2020, other expressways will still deploy toll collection in the form of one stop.

“Based on the number of lanes, vehicle traffic through the tollgates and the exploitation capacity of the non-stop toll collection system compared with the one-stop toll collection system, VEC calculates that it will invest 140 lanes in the immediate future. Non-stop toll collection will ensure highways toll collection in the form of synchronous ETC toll collection, meeting requirements,” the Ministry of Transport added.

Regarding the investment capital for the ETC toll collection system, the Ministry of Transport said that on the basis of the proposal of the VEC, the Ministry has reported and approved by the Prime Minister the plan to use VEC toll collection management costs. in progress (one-stop toll collection) to hire a full package of ETC toll services.

In another development related to VEC’s toll collection activities, VEC leaders said that in the first three months of the year, this unit has collected more than 950 billion VND from tolls for expressway projects managed by VEC, including: Highways Noi Bai – Lao Cai, Cau Gie – Ninh Binh, Da Nang – Quang Ngai and Ho Chi Minh City – Long Thanh – Dau Giay.

In January 2022, toll revenue for the four highways mentioned above reached more than 345 billion VND. This figure in February was more than 310 billion VND and in March was more than 292 billion VND.

The leader of this corporation said that in the first three months of this year, there were over 12.5 million vehicle turns on the highways managed by VEC, down 0.9 percent in volume and 5 percent in traffic. 3% in revenue over the same period in 2021.

Also in the first quarter, there were 384,000 turns of vehicles with load control on Noi Bai – Lao Cai and Cau Gie – Ninh Binh highways. Thereby, VEC refuses to service according to its authority 3,500 overloaded vehicles.

VEC leaders also said that traffic accidents on highways have reduced all 3 criteria compared to the first quarter of 2021. Specifically, there were 9 accidents, no deaths and only 7 injuries.

“VEC and contractors have carried out the work of maintaining, maintaining and repairing the road surface and traffic safety system, ensuring the safety of people and vehicles,” the VEC leader informed.

As for the Noi Bai – Lao Cai expressway, VEC leaders said that after more than 8 years of being put into operation, every day the route receives a large number of vehicles with large loads leading to a number of items and works. degraded, damaged.

VEC is carrying out the construction of repair works to repair damage, subsidence and cracks in the road surface section Km150+000 – Km173+404; preparing to award the bidding package for repairing damage, subsidence and cracks in road surface section Km173+404 – Km241+922.

Due to both construction and repair in conditions that must ensure the safety of vehicles traveling on the route, the repair cannot be done at all locations at the same time. VEC has phased and repaired in advance the sections with high risk of unsafety to ensure traffic safety. For the periodic repair package, VEC is urgently implementing the bidding, expected to complete in the third quarter of 2022.
