Vinh shared that because he did not have a pink book, his family’s life was burdened with large interest debt, as well as pressure to repay short-term loans from friends and relatives. Also because he did not have a pink book, Vinh could not choose to borrow money from the bank with a preferential interest rate. Currently, the total income of both husband and wife is 20 million dong, all the burden of interest expenses to buy a house is heavy on their shoulders. Vinh’s family life became more difficult when his wife Vinh was about to give birth to their first child.

Similar to the situation of Mr. Vinh, Ms. Thuy moved to The Pride from 2019. She bought the apartment and was able to directly sign a purchase and sale contract with the investor. Believing that the project has issued pink books to other residents, along with the confirmation from the investor that “the project still does normal pink books”, Ms. Thuy does not hesitate to spend billions of dong to buy apartment. Up to now, the apartment that she owns does not have a pink book.

Investors and residents are “suffering”

Ms. Thuy and Mr. Vinh are just 2 of more than 100 apartments at The Pride that are “stuck” because they don’t have a pink book. Before that, this project handed over pink books for 1833/1944 apartments. More than 100 apartments have not yet been issued pink books due to many reasons. One is the case of transferring and buying an apartment from the investor or buying it from someone else since 2019. Second, many cases of being “stuck” are due to the fact that during the 2018 pink book process, the husband or wife who was on a business trip could not return to sign and confirm the paperwork.

Mr. Le Quoc Manh, a representative of a group of residents who have not yet received the pink book, said that residents have visited the investor before but received the answer: they have to wait because the problem lies in the procedure with the agency. function.

According to Mr. Manh, this group of residents had submitted an application to the investor twice, on April 12 and 15, but did not receive a response from the owner’s representative, Hai Phat.

In a conversation that took place recently on April 23, Mr. Le Quoc Manh said that because of extreme poverty, he sent the application, as his family had to wait for more than 6 years but was still waiting for the pink book. What Mr. Manh said: “We just want the investor to expedite quickly to solve problems to make pink books for the remaining households”.

Representative of the investor of Hai Phat Investment Joint Stock Company, said that the investor has made great efforts in solving the pink book for residents. However, at the moment of transition between the old law and the new law, between the previous merger of Ha Tay and Hanoi, the paperwork is in trouble.

“Due to impatience when the investor did not have an accurate response to the pink book, I went directly to the authorities and received a response because the investor has not paid taxes and the project has not been accepted for fire prevention and fighting. fire,” said one resident.

However, on its part, Hai Phat Company affirmed: “The investor has fully fulfilled the tax payment obligation and The Pride apartment building has gone into fire prevention and control. However, the problem is still difficult. here is the transfer of ownership between the former investor, An Hung Company, and the second-level investor, Hai Phat, is in trouble.

Hai Phat’s representative emphasized that he hoped to receive support and sympathy from residents. The representative of this unit expects the authorities to support quick settlement of the project ownership transfer procedure to speed up the red book making for “stuck” residents.
