Ukraine’s Pravda newspaper on April 24 reported that in a notice on its official Facebook page on the same day, the General Intelligence Service of the Ministry of Defense of Ukraine warned that Russian forces were installing equipment of Russian mobile operators. “Megafon” in Kharkiv while trying to introduce the ruble and encourage locals to go shopping in Russia.

“Russian servicemen and FSB (Russian Federal Security Service) officers are spreading information that “Ukraine has cut off electricity to residential areas” and that “Kharkiv is almost under Russian control” to discourage spirit of the local people”, according to a statement by the General Intelligence Service of the Ministry of Defense of Ukraine.

Also according to this announcement, Russia is tightening control of the telephone network and the Internet in Kharkiv – Ukraine’s second largest city.

Devices of the Russian mobile operator “Megafon” are being installed for local residents in Kharkiv.

Payments in Russian rubles are also being introduced, and locals are being encouraged to come to Russia to buy goods and medicines.”

An extensive volunteering movement has also been launched in the territories in Kharkiv under Russian control.

In the Velykoburlutskyi district, volunteers deliver food and necessary medicines to people with low incomes.

In the district of Kupiansk, where there is no water supply, volunteers organize water distribution for the elderly. The situation around access to drinking water is still extremely tense.

Kharkiv has been one of the areas most heavily attacked by Russia since the early days of the war. Many people living in Kharkiv have fled their homes since the war broke out, or have been forced to take shelter in basements under many high-rise buildings, schools, and sports stadiums.

According to many Kharkiv residents, it is extremely dangerous to live in their apartments in the midst of the intense war.

“My apartment was partially damaged, all the doors and windows were blown off but the walls were still standing. I couldn’t live there, the apartment was on the 8th floor. When the shelling started, it wasn’t for the faint of heart,” said Larisa, who lives in Kharkiv.

According to AP, fierce fighting in Kharkiv has exhausted electricity, water and gas, forcing people who have not been evacuated to live in basements and have to collect rain water for their daily activities. They also had to find firewood in dilapidated buildings for heating and cooking. “Volunteers gave us cabbage, radishes, canned beans and coriander. We cook all of that into beetroot soup,” said Natasha, a resident of Kharkiv.

Kharkiv Mayor Ihor Terekhov estimated last weekend that about a million people remained in Kharkiv. He said that about 30% of the pre-war population had left, mainly the elderly and women with children.

Terekhov also said that the situation in Kharkiv is still very tense, because the area is still regularly subjected to shelling and air strikes.
