This is an internal fiber optic line invested by Vidifi to transmit data between toll booths in order to calculate the fee that drivers with non-stop cards must pay. The fiber optic cable broke, so the data from the tollgates could not be transmitted to the operating center of the Hanoi – Hai Phong Expressway, and could not be connected to the processing system of the non-stop toll collection (ETC) service provider. The ETC lane of the toll booths is closed, only paper cards are opened for vehicles entering and exiting the expressway.

This situation causes many cars to pass through the toll stations at the terminals of the Hanoi – Hai Phong Expressway to be congested, lasting about 2km to 3km in front of each station. Vehicles move slowly past the station because drivers have to stop to pay cash, which takes longer when using ETC or one stop (MTC) service.

Mr. Tran Anh Tu – General Director of Vidifi added that by 3pm, the fiber optic cable line was resumed and ETC and MTC toll collection returned to normal. However, the congestion at the toll stations at the end of the route still lasted up to 18 hours because the driver took a paper card when entering the highway, so when he left, he had to wait to pay.

Vidifi’s representative said that it is expected that on April 24, there will be about 50,000 vehicles on this route (an increase of 5,000-7,000 vehicles on weekdays). The enterprise has a plan to make additional backup optical cables and a wireless transmission line for the ETC system to operate smoothly when this expressway only collects non-stop tolls from the beginning of June 2022.
