Request vocational education institutions to strictly implement continuing education programs as prescribed by the Ministry of Education and Training, ensure the teaching staff, facilities and other conditions to ensure quality. , the effectiveness of the continuing education program at the high school level.

Explaining this content, the Ministry of Education and Training said that the Ministry is developing a circular promulgating the continuing education program at high school level according to the 2018 general education program, ensuring the same output standards of all grades and implementing Currently synchronized with the high school program from the school year 2022-2023.

According to the Ministry of Education and Training, according to the provisions of the Education Law 2019, the general education program must be implemented with a full duration of 3 school years for grades 10, 11, 12.

As for the continuing education program at the high school level, it must also be implemented with a full duration of 3 school years, but implemented flexibly, in accordance with local conditions and students’ conditions on organizational form. teaching organization, location, to meet the needs of learners.

Meanwhile, the Law on Vocational Education 2014 stipulates that “the training period at the intermediate level according to the annual system for holders of a lower secondary school diploma or higher is from 1 to 2 years of study, depending on the major or occupation.” .

Therefore, students graduating from secondary schools study vocational intermediate schools for only 1 to 2 years, unable to complete both the intermediate training program and the continuing education program at the high school level.

On the other hand, the Education Law 2019 also stipulates that students who complete the high school continuing education program who do not take the graduation exam or fail the exam will be granted a certificate of completion by the head of the continuing education center. general education program (this is not possible if the continuing education center does not teach students).

Regarding the teaching of high school cultural knowledge in vocational education institutions, at present, the Ministry of Education and Training is actively reviewing and completing to issue a circular regulating the teaching of middle and high school cultural knowledge. general education in vocational education institutions as soon as possible.
