Most recently, at the Conference with localities on April 15, 2022, basically all opinions were highly consistent with the viewpoints, orientations, directions and prudent ways in building the VIII Electricity Master Plan on the same principle. principle of putting the national and national interests first of the Government and the Prime Minister in order to firmly ensure energy security, optimize the overall efficiency of the economy, ensure the lowest electricity prices, suitable for the people’s ability while ensuring the responsible implementation of Vietnam’s strong commitments to the international community on emission reduction and environmental protection.

Open opportunities for wind power

At the meeting, Minister of Industry and Trade Nguyen Hong Dien emphasized that in this draft Planning, an alternative plan has been calculated for coal power projects, power projects that are difficult to implement… This plan also basically ensures the balance between regions and regions; balance between power sources to ensure stable operation of the system, on the basis of developing renewable energy sources and at the same time maintaining other power sources. The basic plan does not develop a continuous transmission system until 2030; at the same time “open” to new sources of raw materials such as hydrogen, ammonia…

Giving feedback, Dr. Ngo Tuan Kiet, Director of the Academy of Science and Technology said that Power Planning VIII was built very carefully, very carefully, so far it is the 6th option. The April 2022 version has 2 more new scenarios, including an energy conversion scenario to meet emission reduction requirements. This is a breakthrough scenario, carefully calculating the possibility of primary energy sources that Vietnam can take advantage of. Another scenario is to calculate the capacity, the operating plan if the power source is short or slow. This is a new and good adjustment, consistent with the view that Power Master Plan VIII is an open plan. In the process of implementation, the Plan will be updated, calculated and adjusted on the basis of real socio-economic development. economy at each stage. The planning has updated data on wind power near shore, far from shore,… but it needs a separate survey and assessment, not just an update of the numbers of international organizations.

Reviewer, Associate Professor, Dr. Pham Hoang Luong assessed that the update of the Prime Minister’s commitment at the 26th Conference of the Parties to the United Nations Framework Convention (COP26) in the draft Power Master Plan VIII has opened up opportunities for wind power. , especially offshore wind power development. However, Vietnam needs to soon develop a national marine spatial plan to 2045 on the management, exploitation and use of marine space for marine economic development and ocean energy in a sustainable way.

Concluding the meeting, Deputy Prime Minister Le Van Thanh agreed with the assessment of the Appraisal Council, according to which the Power Plan VIII was prepared meticulously, thoroughly, scientifically, with a high sense of responsibility, demand and market. on the basis of consultation, absorbing the maximum contribution of experts, scientists, business community, leaders of ministries, branches and localities.

Power Planning VIII also follows the Politburo’s Resolution No. 55 on the National Energy Development Strategy to 2030, with a vision to 2045; associated with commitments related to energy transition in the spirit of commitments at COP 26.

Up to now, Power Master Plan VIII has achieved its objectives and overcome some previous shortcomings: The total size of power generation capacity expected to develop by 2030 is about 146,000 MW, a decrease of about 35,000 MW compared to previous plan. Besides, there is also a high consensus on the structure of regional distribution, limiting transmission to long distances. Another shortcoming that this master plan has overcome is the structure of power sources, reducing coal power and increasing renewable energy.

According to the Deputy Prime Minister, the Master Plan has an innovation in thinking and ways of doing things when it is related to the interests of localities and businesses, with the desire to retain many projects in the Plan. The Deputy Prime Minister emphasized that the spirit of the master plan is to put the common good first, reducing investment in transmission lines and reducing transportation costs will help reduce electricity costs.

After the Appraisal Council unanimously approved the Master Plan with a high number of votes, Deputy Prime Minister Le Van Thanh assigned the Ministry of Industry and Trade and other ministries and branches to urgently absorb the opinions of the Appraisal Council and finalize the draft before submitting it to the Ministry of Industry and Trade. The Prime Minister considers and approves in May 2022.

The Deputy Prime Minister requested absolutely not to integrate mechanisms and policies in the draft master plan; the assignment of tasks to ministries and branches must be based on the functions and tasks of state management and strictly comply with the provisions of law.

“Absolutely not turn the Master Plan into a group of mechanisms and policies. The Ministries: Industry and Trade, Justice, the Government Office carefully review the draft Master plan and the Prime Minister’s draft Decision approving the Master Plan. , make sure not to integrate any mechanisms and policies outside the current provisions of the law,” emphasized the Deputy Prime Minister.

The Deputy Prime Minister noted that the Ministry of Industry and Trade must develop a plan to organize the implementation of the Master Plan according to the roadmap.
