Also according to experts, cultural teaching for students 9+ needs to be accredited and given autonomy to eligible schools. However, instead of teaching the continuing education program, the amount of cultural knowledge should soon be clarified and integrated with vocational skills training.

Dr. Hoang Ngoc Vinh, Former Director of the Department of Professional Education, Ministry of Education and Training, said that cultural learning must be integrated, suitable for the profession studied and encouraged and motivated for learners.

According to Mr. Vinh, the time for cultural training in vocational schools must also be 3 years so that a vocational intermediate degree can be equivalent to a high school level. This ensures the quality of students as well as fairness for students enrolled in the high school education program. This will be the premise for more than 300,000 high school students to study culture and at the same time apprentice are now soon eligible to join the labor market or study further.
