On the evening of April 29, the Police Department of the Ministry of Public Security, together with the representative of the Supreme People’s Procuracy and functional units, simultaneously searched many working offices of AIC Group in Hanoi. At the headquarters of AIC International Progress Joint Stock Company (AIC group) at 181 Ba Trieu and 69 Tue Tinh streets, many 80B cars parked in front. Right after that, the Investigation Police Agency and functional units rushed inside to search the building. The police force is assigned the task of protecting and ensuring security outside and in the search area.

The focus of the search location is located on the 3rd floor of the headquarters, where many employees of AIC Group are concentrated. Here, the Investment Police Agency has carefully examined the records and documents related to the activities of this group, including the construction project of Dong Nai General Hospital. Relevant documents and records serving the investigation process are seized and sealed by the Investment Police Agency.

On the 4th floor, where the office of the leader of AIC Group is located, the safe behind the chair of the leader of this group is also locked by the object.

In the presence of representatives of the Supreme People’s Procuracy as well as related people, the Police Department of the Ministry of Public Security opened the safe for inspection. After only a few minutes, the lock of the safe was deactivated. Inside, many important documents hidden objects were brought out. These documents are considered very important for the investigation of the case.

Noting that throughout the search process, the Investigation Police Agency of the Ministry of Public Security and the representative of the Supreme People’s Procuracy and the functional forces performed their duties with a fierce spirit, expeditiousness, and in accordance with the provisions of the law. During the search, the Investigation Police Agency also discovered that in many trash cans of the building there were a large number of documents that had been destroyed by the subjects using the shredder.

These documents have also been carefully checked by the Investment Police Agency to serve the investigation process of the case. While the Investigation Police Agency was conducting a search, suddenly a female subject received a call to come and clean the building. The investigation agency verified on the spot the nature of the woman’s involvement in the activities of the violators.

Previously, as reported by the CAND Newspaper, the bidding package of nearly 2,000 billion VND to invest in the construction of Dong Nai General Hospital was approved by the People’s Committee of Dong Nai province in Decision No. 1872/QD-UBND of Dong Nai province on July 21. 2010. Immediately after being assigned the project investor, Phan Huy Anh Vu, director of the Department of Health of Dong Nai province (at that time, the director of Dong Nai General Hospital) colluded with Nguyen Thi Thanh Nhan, former Chairman of the Board of Directors and General Director of AIC Group to “circus” with the money of the State.

Initially, the Investigation Police Agency of the Ministry of Public Security determined that, during the preparation of project adjustment documents, bidding documents for 12 bidding packages for medical equipment procurement under the Project in the period from 2013-2015, officials Ministry of: Investor, AIC International Progressive Joint Stock Company; Consulting unit for project formulation, bidding documents preparation, bid evaluation; The Appraisal Unit colluded, inflated the value of equipment in adjusting the total investment and the price of the bidding package, colluded with fraudulent bids in the bidding, seriously violated the Bidding Law so that Progress Joint Stock Company AIC International won 12 bidding packages with a total value of 476.87 billion VND, causing damage to state property, initially determined to be 152 billion VND.

AIC Group is known as an enterprise specializing in labor export, established in 2005 by Nguyen Thi Thanh Nhan, former Chairman of the Board of Directors cum General Director of the Company.
