Today (April 29), the People’s Court of Hanoi sentenced Nguyen Quoc Tuan (born in 1981, in Hoang Mai district) to 7 months and 24 days in prison for the crime of abusing influence over people with positions and powers for personal gain.

According to the indictment, Tuan has been working as a motorbike taxi driver in the underground bus station since 2017, so he knows some officers of Traffic Police Team No. 14, under the Traffic Police Department (PC08), Hanoi Police.

Because he works as a motorbike taxi driver, Tuan often carries passengers on the route from underground bus station to Thuong Tin area, so the defendant knows that Phap Van Toll Station (Thuong Tin District, Hanoi) has set up a checkpoint to control the Covid 19 epidemic. There were traffic police officers from Team 14 that Tuan knew.

The defendant regularly monitored and observed the functional forces on duty at the Covid-19 epidemic control point. Here, he discovered that there were many cars with control plates from outside the province, the drivers and car owners did not have the necessary documents to pass the checkpoint, so they were asked to turn around by the functional forces.

Seeing that, Tuan arose the intention of taking advantage of his acquaintance with some traffic police officers to lead cars and drivers and car owners through the checkpoint for the purpose of benefiting.

He took the initiative to meet the car owners, the driver was parked near the quarantine checkpoint, introduced himself about having a wide relationship, as long as they gave money, he could pass through the checkpoint.

On September 4, 2021, Ms. Vu Thuy Linh (SN 1983, in Hoan Kiem district) and Mr. Nguyen Van Hai (SN 1973, in Thanh Xuan district) had urgent business to return to Nam Dinh.

These two people called Tuan to ask to “clear the lock”. Tuan agreed, asked each person to give 500 thousand VND and arranged for these two to go to Lane 6, Ngoc Hoi Street, Thanh Tri District to lead them.

At 11:30 on the same day, Mr. Hai drove a car to take Ms. Linh to the gate of Tu Ky pagoda and met Tuan. The defendant got into the car and directly drove.

When the three went to the Ganh restaurant, Thuong Tin district, they saw the checkpoint. At this time, Tuan told Mr. Hai and Ms. Linh that he had already “made the law”. In fact, this latch was left out of control, so the car was not blocked.

Then, when approaching the toll station on Phap Van – Cau Gie street, Tuan got off the bus, Mrs. Linh paid Tuan 500,000 VND.

Around 12:45 pm on the same day, the investigative police agency of Hanoi City Police – PC02 verified in Thanh Tri district, discovered that Tuan led the car to “unlock” the quarantine at Phap Van toll station, so he requested it. Tuan, Mr. Hai and Ms. Linh returned to the headquarters to clarify the matter.

At the police station, Tuan admitted that when the Covid-19 control point at Phap Van Toll Station began to be established, he talked to Mr. Nguyen Huu T. about allowing trucks with undocumented documents to pass through. lock to get money.

Mr. T. agreed and asked Tuan to work directly with the drivers, each car wanting to “unlock” must give Mr. T. 500 thousand VND. When working with drivers, Tuan asked them to give 1 – 1.5 million VND/car to enjoy the difference…

Tuan admitted that he received money from drivers 12 times, collecting more than 10 million VND. The defendant himself benefited 5.7 million dong.

In addition, Tuan said, during the period from August 31, 2021 to September 4, 2021, the defendant made an agreement with 4 car owners who did not have all the documents according to the regulations on quarantine and wanted to let the car out. or enter Hanoi at Phap Van-Cau Gie checkpoint area to receive from 200,000-1.2 million VND and 4 times to bring cars across the road through Khe Hoi, Thuong Tin toll stations, and allowed turns. on the highway to avoid the quarantine checkpoint.

In these times, Tuan benefits in full, not divided among traffic police officers.

Through checking Tuan’s seized phone, it was determined that there were many calls from Tuan’s number to the mobile phone numbers of 3 traffic police officers at the time when Tuan collected money from drivers to “clear the lock”. .

Confronted with the above testimony, 3 traffic police said that they did not agree or discuss with Tuan. Because there are no documents to prove the defendant’s behavior discussed and agreed with the traffic police, the traffic police separate the documents, investigate and handle them later.
