According to Circular 15 of the Ministry of Public Security, from May 21, people can go to the police station of communes, wards and townships to register and receive number plates for motorbikes, motorbikes, even electric motorbikes. Commune-level police can also revoke registration certificates, expired license plates, damaged vehicles of local agencies, organizations and individuals. Regulations apply to communes that in the last three years have 250 or more new registrations of motorbikes and mopeds in a year.

Also according to Circular 15, people can register and apply for license plates of cars, tractors and trailers at the district-level police station. Previously, this task belonged to the Traffic Police Department of provinces and cities. The district police only issue permits for motorbikes. The decentralization will be completed by December 31st.

The Ministry of Public Security also allows people to register, issue number plates, register to change names, change owners through the public service of the Ministry, or the National Public Service Portal. Vehicle owners log into the public service portal to declare information on the electronic declaration and receive the order number, appointment schedule via email or text message to carry out procedures at the vehicle registration agency.

Increase loans for students, students

The Prime Minister has just issued Decision No. 5/2022 amending and supplementing a number of articles of Decision No. 157/2007 on credit for students. Accordingly, from May 19, the maximum loan amount for students will be increased from 2.5 to 4 million VND per month.

For imported cultural products that are films, the organization is responsible for providing the imported film copy and the customs declaration within 30 days from the date of obtaining the import license for assessment.

Support for job change for ethnic minorities

Circular 15/2022 of the Ministry of Finance on socio-economic development in ethnic minority areas, effective from May 1, stipulates provisions on support for job change for people.

Accordingly, in case the local government cannot arrange production land, households that do not have or lack production land will be supported once to change jobs. The maximum support level is 10 million VND per household, to purchase agricultural tools and machinery for agricultural production services and other occupations.

In case there is no need to purchase agricultural tools and machinery, they will be supported with vocational training to change jobs according to the regulations on support policies for primary level training, training for less than three months. Support procedures and methods follow the guidance of the Committee for Ethnic Minorities.
