Many mistakes in purchasing medical supplies and test kits at 8 hospitals in Thanh Hoa

Thanh Hoa province’s inspector has concluded the inspection of 8 hospitals in the province related to the procurement of equipment, medical supplies, biological products, Covid-19 test kits.

The inspection results show that the procurement of medical supplies and testing kits for Covid-19 prevention and control basically meets the provisions of Decree No. 63/2014/ND-CP dated June 26, 2014 of the Government. detailing the implementation of a number of articles of the Law on Bidding regarding contractor selection.

Through the inspection, 54 bidding packages were found to have errors in the order and procedures for bidding and procurement. However, the constrains do not have serious consequences.

Inspectors of Thanh Hoa province have asked the units to seriously implement the conclusions and recommendations according to the inspection conclusions.

In addition, the Thanh Hoa Provincial Inspectorate also pointed out specific shortcomings such as: The inspected units have not yet developed a plan to purchase medical supplies, clothing for epidemic prevention, rapid testing, and RT testing. -PCR serves epidemic prevention at the beginning of the year as well as building procurement plans for each month and each quarter.

In organizing the bidding, Ngoc Lac Regional General Hospital, Nghi Son Hospital, Ha Trung Hospital, Children’s Hospital, and Obstetrics and Gynecology Hospital have not fully disclosed the contractor appointment results as prescribed.

At Ha Trung Hospital, which approved the one-stage, one-bag contractor selection method, it was not in accordance with regulations.

The inspection results showed that in 7/8 inspected hospitals, the charges for rapid testing and RT-PCR tests were higher, exceeding the norms set by the Ministry of Health.

Specifically, at Thanh Hoa Eye Hospital, the revenue exceeded 44,664,150 VND, Ha Trung District General Hospital more than 1.5 billion VND, Nghi Son General Hospital nearly 4.3 billion VND, Ngoc Area General Hospital Lac 316 million, Thanh Hoa Children’s Hospital more than 710 million, Thanh Hoa Obstetrics and Gynecology Hospital more than 183 million and Bim Son Hospital more than 489 million.

According to Thanh Hoa Provincial Inspector, the cause of the overpayment is due to the guidance of the Thanh Hoa Department of Health in Clause 2.1 of the document No. 3036/SYT-KHTC dated July 22, 2021 on guiding the units to Rapid test for SARS-Cov-2 virus antigen recorded “Costs related to taking samples, returning test results, consumables, electricity and water, labor, co-payments if any… The above expenses are covered by the medical facilities themselves.
