The Decree dedicates two chapters with specific provisions on lending to support residential land (Chapter II) and housing (Chapter III). Accordingly, beneficiaries of loans to support residential land and houses include: Poor ethnic minority households; poor households of Kinh ethnic group who reside legally in extremely difficult communes, especially disadvantaged villages in ethnic minority and mountainous areas.

Borrowers must meet the following conditions:

1- Legally residing in the locality and named in the list of households that are entitled to the policy of support for residential land and housing approved by a competent authority.

2- A representative member of a household who is 18 years old or older, has full civil act capacity as prescribed by law.

3- Having a loan plan suitable for the purpose of using the loan.

Customers are entitled to borrow capital to use to cover the cost of acquiring residential land, the cost of building new or repairing or renovating houses.

The loan amount shall be agreed upon by the Bank for Social Policies and the borrower but shall not exceed VND 50 million/household (for residential land support loans), VND 40 million/household (for housing support loans). live).

The loan term is agreed upon by the Bank for Social Policies and the borrower, but the maximum is 15 years. In the first 5 years, customers have not had to pay the principal. Loan interest rate is 3%/year. Overdue debt interest rate is equal to 130% of loan interest rate.

Decision No. 10/2022/QD-TTg on change of land use purpose in some provinces and cities

Deputy Prime Minister Le Van Thanh also signed and promulgated Decision No. 10/2022/QD-TTg stipulating the order and procedures for approving the change of land use purpose for wet rice cultivation with two or more crops. under 500 ha; Special-use forest land, watershed protection forest land under 50 hectares under the authority of the Prime Minister authorized the People’s Councils of 4 provinces and cities: Hai Phong, Thanh Hoa, Nghe An and Can Tho in resolutions approved by the National Assembly. key XV passed.

This Decision stipulates the order and procedures for approving the change of land use purpose within the competence of the Prime Minister to authorize the People’s Council of the province, specifically as follows:

3- Having been approved for investment according to the provisions of law but the written approval is still valid until the time of proposal; for projects subject to land recovery as prescribed in Clause 3, Article 62 of the Land Law, they must be approved by the People’s Council of the province.

4- Having a plan for afforestation and ensuring that the funding for replacement afforestation is determined in the total investment of the project, for projects that change forest use purposes according to the provisions of the forestry law or a document on fulfillment of responsibility for paying for afforestation for replacement or a plan on using topsoil in accordance with the law on cultivation.
