One of the projects waiting for Ring Road 2 is a high-rise apartment complex combining commerce and services of Dat Phuong Nam Real Estate Investment and Construction Joint Stock Company (in Truong Tho Ward). , Thu Duc City).

According to research, the project has an area of ​​8,303.7m .2 and originated from private land by the company receiving the transfer of land use rights from households whose registration has been updated (with residential land and agricultural land). The land area is suitable for 1/2000 planning to invest in a high-rise apartment building project.

Since June 2021, this company has implemented investment procedures and has been accepted by the Department of Planning and Investment to consult with other departments. Up to now, the departments and branches have written opinions, but the Department of Natural Resources and Environment has not yet commented. However, in addition to the problem that the Department of Natural Resources and Environment has not yet commented, the project also faces difficulties in traffic connection.

Accordingly, there is only an internal road connecting to the project with a width of about 4m, the main direction is still waiting for the investment of Ring Road 2 to complete.

Similarly, another project is the residential area of ​​Truong Tho ward, Thu Duc city of Thien Phuc Loi Trading and Service Joint Stock Company.

The project has an area of ​​5.11ha and is of private origin because the company receives the transfer of land use rights from households. The land area is suitable for 1/2000 planning to invest in a high-rise apartment building project.

Currently, the company is implementing investment procedures, but due to difficulties in traffic connection, there are only internal roads temporarily connected to the project, the main direction is still waiting for Ring Road. Belt 2 complete investment.

In addition to the above two businesses, “big man” Hung Thinh also faced difficulties because of Ring Road 2 in the Land Project in Truong Tho Ward, Thu Duc City.

Specifically, the project has an area of ​​​​28,982.30m .2 and had the right to use the land through a contract on the agreement to transfer and assign the use right to establish an investment project with the land user. The land according to the 1/2000 plan with the nature of a high-rise commercial housing project, the planning criteria have been approved since 2013.

However, this land is also facing traffic connection problems (it is expected to connect with Ring Road 2) and the company is currently proposing to update the planning to adjust a number of indicators to increase the efficiency of the use of the land. land use.

In the petition sent to the People’s Committee of Ho Chi Minh City, these businesses all asked the Department of Planning and Investment to submit to the City People’s Committee to consider “approving the investment policy at the same time as approving the investor” for the company (because it already has land). legal housing and other types of land) without considering the connection of the Ring Road 2 at this time.

Until the stage of making procedures for issuance of construction permits or acceptance and put into use, the factor of traffic connection of Ring Road 2 will be considered.

“The company wishes to participate in the construction of a part of the Ring Road 2 or the route connecting the company’s project with the Ring 2 route according to the investment socialization mechanism to connect traffic” , business representatives suggested.

More than 2.7 km of “matted” roads

According to the research of Vietnamese people, Ring Road 2 of Ho Chi Minh City is more than 64 km long with a scale of 6 – 10 lanes, 50 km has now been put into operation. This belt starts from Nguyen Van Linh street, crosses Phu My bridge to Phu Huu bridge, then connects to Binh Thai intersection (Hanoi highway), Pham Van Dong street, Go Dua intersection (National highway 1). ) to return to Nguyen Van Linh street.

Ring Road 2 has been planned by Ho Chi Minh City since 2007, is considered a very important project for traffic in the peripheral areas surrounding the city.

According to the Department of Transport of Ho Chi Minh City, Ring 2 is a route that helps to complete the traffic network of Ho Chi Minh City, creating convenience for large means of transporting goods from the North to the South, from the regions. In December 2015, the People’s Committee of Ho Chi Minh City held the groundbreaking ceremony for the 3rd section of the 2.75 km long Ring Road 2 connecting Pham Van Dong street with the Go Dua – National Highway 1 intersection under the BT contract (build – transfer). deliver).

In phase 1, the total construction investment capital is 1,135 billion VND, the cost of site clearance is separated into a separate project by Thu Duc district (now Thu Duc city) with more than 1,400 billion VND.

The project has been suspended since March 2020 and until now, investors have not been able to restart it because of many problems.

In the third paragraph, the People’s Committee of Thu Duc City just handed over the premises of 334 households (out of a total of 468 households) with an area of ​​​​nearly 16 hectares – reaching more than 75% of the total area to be recovered.

The delay generates interest on loans for project implementation. The estimated value of interest incurred by the People’s Committee of Ho Chi Minh City so far is more than 230 billion VND (average 10 billion VND/month).
