General virtual filtering, universities are easy to recruit and exceed quotas

At the end of the annual enrollment period, university admissions officers often make comments about the results. In which, many schools recruited did not meet the quota, but there were schools that were considered “bumper” when recruiting more than 150% of the target.

Recruit “exaggeration” to be sure

In 2022, the Ministry of Education and Training (GD-Training) will virtualize all recruitment methods. This innovation is considered to be only for technical purposes, still ensuring the interests of candidates when there is no limit to the number of aspirations, but the candidate can only enroll in 1 desire, not at the same time as being admitted to many schools as in the academic record review. , capacity assessment …, thereby reducing the virtual for universities.

Dr. Nguyen Trung Nhan, Head of the Training Department – Ho Chi Minh City University of Industry, said that from 2021 onwards, the Ministry of Education and Training only virtual filters for the method of considering high school graduation exam scores. Schools that consider academic records and assessment test scores are fully autonomous in terms of enrollment. This means that a candidate can be admitted to many schools at the same time, so in order to reduce the virtual reality, schools often call the admission rate up to 200%, even 300% of the target rate for these methods. Before considering the scores of the high school graduation exam, universities also had a certain number of candidates who were admitted by other methods of admission.

This year, when the Ministry of Education and Training made a virtual filter for all admission methods, candidates only won 1 wish, the virtual rate was low. “In principle, calling how much is the right of schools, but the enrollment results exceed 103%, the Ministry of Education and Training will apply sanctions depending on the level (if checked and detected). , the schools probably only call 110%-120% of the target” – Dr. Nguyen Trung Nhan commented.

According to Dr. Nguyen Quoc Anh, Vice Rector of Ho Chi Minh City University of Technology, in previous years, even in the method of considering high school graduation exam scores, public and non-public universities had to call over their quotas to prevent testing. virtual students (although the Ministry of Education and Training has filtered). Therefore, this year, when all the admission methods are combined into the same batch for virtual filtering, the schools still have to exceed the quota.

Dr. Quoc Anh said that depending on each school, the admission rate at public schools is about 110%-120%, non-public schools can be up to 150%. With such a ratio of calling candidates, there will be a certain difference in enrollment results compared to the target.

Not closely monitored

With autonomous public schools and non-public schools, good enrollment results will bring good financial resources. Therefore, many universities always set a target of exceeding the allowable quota, if possible. However, enrollment results exceeding the target means exceeding training capacity.

Dr. Tran Dinh Ly, Vice President of Ho Chi Minh City University of Agriculture and Forestry, said that in principle, at the end of enrollment, schools must report and log in to the system, so the Ministry of Education and Training can grasp the results. However, according to him, it is up to the schools to provide data and data of successful candidates and admission. Previously, at the end of enrollment, schools reported to the Ministry of Education and Training with numbers, but recently, they have to provide data on successful candidates. If enough list is provided, exceeding too many will be handled by the Ministry of Education and Training by subtracting from the enrollment target next year.

With the same opinion, Dr. Nguyen Quoc Anh said that the enrollment results are self-declared by the schools. The Ministry of Education and Training only checks the probability of the number of schools, but cannot check all.

Master Phung Quan, an admissions expert at the University of Natural Sciences – Vietnam National University, Ho Chi Minh City, said that with the virtual filtering common to all methods, the Ministry of Education and Training can monitor the enrollment of schools by digital number. Successful candidates who meet the quota according to the industry will be cut off. This leads to the school recruiting enough or lacking the criteria for additional examination. However, with current information, the additional recruitment is for free schools, so it is possible to exceed the quota.

Can monitor enrollment results

The head of the training department of a university in Ho Chi Minh City said that the Ministry of Education and Training can completely monitor the enrollment results of schools by the number of citizen identification / identity cards without having to organize a probability test. . That is, the university’s admission data will have to be updated on the system of the Ministry of Education and Training, which candidates can look up with their citizen identification number / identity card number. If the student is studying at a university but there is no information on the system, it is an out-of-book number that the university wants to hide.
