From the above violations, Binh Duong Provincial People’s Committee has issued many decisions to sanction administrative violations against C-Holdings Joint Stock Company with a total amount of more than 600 million VND.
The Department of Natural Resources and Environment of Binh Duong province informed that C-Holdings Joint Stock Company has now complied with the payment of fines.
Before that, the Inspector of Binh Duong Department of Construction also twice issued a sanctioning decision with a total amount of 90 million VND for the illegal construction of C-River View.

Binh Duong Department of Construction confirmed that the behavior of C-Holdings Joint Stock Company violated the provisions of Point C, Clause 5, Article 15 of Decree 139 of the Government. The company’s recidivism is an aggravating circumstance.
Therefore, on January 14, 2022, the Inspector of Binh Duong Department of Construction continued to issue an administrative sanction decision with a fine of VND 50 million.
At the same time, it is required that within 60 days, C-Holdings Joint Stock Company must comply with the content of the Sanctioning Decision dated February 9, 2021 of the Inspector of Binh Duong Department of Construction.
On February 28, 2022, Binh Duong Provincial People’s Committee issued Decision No. 514/QD-UBND allowing C-Holdings Joint Stock Company to change the use purpose to non-agricultural land with an area of 3,317m2 to implement project C. – RiverView.

Binh Duong Provincial People’s Committee allows the project to be implemented until 2072, assigns departments to notify C-Holdings Joint Stock Company to pay land use fees, fees and charges as prescribed. At the same time, grant the land use right certificate when this enterprise fulfills its financial obligations.
Thus, after more than a year of C-Holdings Joint Stock Company illegally organizing the construction of apartment buildings, up to now, this business has only been allowed to change the land use purpose by the People’s Committee of Binh Duong province, the first step. during project implementation.
